Background:

The Park Planning and Project Division for the City of Manteca is housed within the City’s Public Works Department, and serves as the sole group responsible for all park and landscape related projects within the City limits.  This includes capital projects, design work, plan reviews, renovation and other related tasks.

 

Some Capital Improvement Program Projects (CIP) and plan review processes require specialized design or technical services that staff cannot complete due to licensing requirements or capacity demands of staff.  Contracting for on-call services creates a streamlined process to access the specific type of design and technical support services needed to move projects and development review towards completion.  The on-call consultant can complete design work, plans and specifications, project management and provide other specific technical project needs. This will also help expedite the backlog of projects currently approved.

 

The Park Planning and Development Division issued a Request for Proposals (RFP) to provide On-Call Landscape Architectural, Landscape Plan Check, Landscape Inspection and Project Management Services and the deadline for submission was February 20, 2024.  We received seven responses and all were from reputable firms. 

An On-Call Contract was issued to O’Dell Engineering on April 16, 2024. O’Dell has been working on several CIP projects. Due to the scheduling and timeframes of projects, the Park Planning and Development Division is requests approval of  a second On-Call Landscape Architecture firm to assist in facilitation of various current and future needs.

 

LPA Inc. would provide specialized technical services to help execute and complete critical and priority projects for the Manteca community. Without a second On-Call Landscape Architecture firm onboarded, these projects will take considerably longer to complete.

 

Therefore, Staff is recommending a not to exceed service agreement with LPA, Inc in the amount of $300,000 for a two (2) year period. The breakdown of hourly cost for specialized technical services is included in “Attachment 2 - Agreement”.

 

Fiscal Impact:

Funding for this on-call two (2) two-year-term service agreement with LPA, inc. for a total not-to-exceed amount of 300,000, is included in the Fiscal Year 2024-25 Budget within several Capital Improvement Program project budgets as approved by the City Council. Funds are available in and will be allocated from fund accounts 100, 110, 250, 500, 510 and 620. Future funding for this agreement will be reviewed during annual budget development processes.
