PROJECT DESCRIPTION:
A request for a one-year extension to the previously approved Site Plan & Design Review entitlement (SPC-23-04) and Conditional Use Permit (UPJ-23-05), to allow construction of a self-storage facility consisting of seven storage buildings, a manager’s office, 72 RV and trailer parking stalls, and associated parking, landscaping, and lighting.
The Conditions of Approval have been revised to reflect current Department standards and formatting and to provide the new entitlement expiration date.
Extension Review and Correction
During review of the entitlement extension request, Staff identified an administrative discrepancy between the Planning Commission Staff Report dated June 20, 2024, and adopted Resolution (Resolution No. 1662), and the approved project plans. The Staff Report and the Resolution reference 33 RV parking stalls. However, the approved site plan attached to the Staff Report shows 72 RV and trailer parking stalls. Based on Staff’s review of the approved entitlement documents, the reference to 33 stalls appears to have originated from information contained in the initial application submittal dated April 18, 2023, and was carried forward into the entitlement Staff Report and Resolution. The Planning Commission’s action approved the site plan depicting 72 RV and trailer parking stalls.
Through review of the current entitlement extension application, Staff identified the discrepancy and verified that correcting the stated number of RV and trailer parking stalls does not affect the Planning Commission’s original findings, Conditions of Approval, environmental analysis, or the scope of the previously approved Project. The correction does not modify the Planning Commission’s original action or authorize any additional development beyond that previously approved.
Following extensive internal and external review of the plans submitted with the extension application, Staff concluded that the plans are identical to the plan set reviewed and approved by the City of Manteca Planning Commission through its Resolution dated June 20, 2024, and are therefore in substantial conformance. The discrepancy is limited to the number of stalls stated in the Staff Report and Resolution and does not affect the review or analysis of the approved site plan.
The discrepancy does not affect the original findings because the approved project remains consistent with the development standards under which it was evaluated. The correction does not change the project scope, approved site plan, physical characteristics of the site, proposed uses, zoning designation, or surrounding land uses, nor does it authorize any additional development. Accordingly, the project continues to satisfy the applicable findings, Conditions of Approval, and environmental determination associated with the Planning Commission’s original approval.
For the purposes of this entitlement extension request, Staff recommends that the Planning Commission approve the application for a one-year extension of the Site Plan and Design Review and Conditional Use Permit for the Cottage Court Storage project. The approval shall include:
• Seven (7) storage unit structures containing 311 total storage units, totaling approximately 54,476 square feet
• One (1) office building of approximately 538 square feet
• Ten (10) standard parking spaces
• Seventy-two (72) RV parking spaces
ENVIRONMENTAL DETERMINATION:
At the June 20, 2024 meeting, the Planning Commission found the project exempt from further environmental review pursuant to Section 15332, “In-Fill Development Projects” of the California Environmental Quality Act. Subsequently, a Notice of Exemption was filed with the San Joaquin County Recorders Office on June 25, 2024 (Doc. # 39-06252024-207).
