Background:

The extension of Roth Road from Airport Way to State Highway Route 99 (SR99) is strongly supported as a regional transportation project for goods movement and improved traffic circulation in the central and south county area.  As such, the San Joaquin Council of Governments (SJCOG), the County of San Joaquin (County), and the City of Manteca (City) collectively desire to initiate an effort to prepare a Project Study Report-equivalent (PSR-e) for the extension of Roth Road from Airport Way to SR99, including a potential new Roth Road/SR99 interchange (Project).

 

This planning effort builds on the findings of the 2023 Roth Road Improvement Study, which identified significant east-west mobility, freight movement, and safety needs in the region. The PSR-e will: establish a future alignment for right-of-way preservation; propose interim connectivity improvements to the SR 99 frontage; and provide conceptual engineering and cost estimates for a new SR 99 interchange.  Each agency will contribute one-third of the total PSR-e cost, with the total cost not to exceed $500,000. SJCOG will serve as the lead agency responsible for consultant procurement, contract management, and overall coordination.  Attached to this report is a Letter of Understanding outlining the roles and funding commitments of each party. The final agreement will be subject to negotiation and mutual agreement among SJCOG, the City of Manteca, and the County of San Joaquin.

 

Fiscal Impact:

The City's share of costs for the study is $166,667.  There are sufficient appropriations in the Measure Q Fund (Fund 105) for these costs.
