body

Background:

The City of Manteca (City) identified the need to provide storm water drainage for the portion of the City south of State Route 120. The Zone 36/39 Storm Drain Improvements Phase 1 Outfall (CIP 20004) (Project) is the first of two phases designed to meet this need and will construct a new outfall on the San Joaquin River as well as a new conveyance line from just west of the Woodward Avenue and Aplicella Court intersection to the outfall location. The second phase, currently unfunded, will consist of a new pump station near the southwest corner of Woodward Avenue and Aplicella Court to pump storm water through the conveyance line to the outfall. The City has conditioned new development to construct the storm drainage trunk line to the future pump station location.

On May 12, 2026, the City Council awarded the construction contract for the Project to Mozingo Construction, Incorporated. As portions of the Project will be constructed on property owned by either Reclamation District 17 (RD17) or Oakwood Lakes Water District (OLWD), the City has been coordinating with both agencies through the Project’s design for the necessary construction easements.

The attached Permit Agreement and Memorandum of Understanding provide the City with the respective necessary authorizations to construct the Project.  As the Project will construct permanent City infrastructure within the premises of both RD17 and OLWD; both RD17 and OLWD will grant permanent easements to the City; and OLWD will grant some of its land to RD17 in exchange for improvements constructed by the Project; both RD17 and OLWD concur this will all be addressed in a separate agreement reflecting the final easements, land exchange, construction, and any net payment due between the three agencies.

Fiscal Impact:

There is no impact to the General Fund.
