Approve an agreement extension with His Way Refuge Center to provide operational services for a one (1) year period July 1, 2026 through June 30, 2027, with a total amount not-to-exceed $966,314.82 and authorize the City Manager to sign the agreement and any associated documents.

Background:
On April 18, 2024, the Homeless and Housing Division - City Manager’s Office issued a Request for Proposal (RFP) for Service Provider of the Unsheltered Emergency Center (“Center”) to provide operational services from July 1, 2024 through June 30, 2025.
Only one proposal was submitted in response to the RFP. After reviewing and evaluating the submission, City staff determined that His Way Refuge met all the required qualifications and criteria outlined in the RFP. The City subsequently entered into a one-year agreement with His Way Refuge to operate the Center through June 30, 2025.
In June 2025, after assessing the operational performance and service delivery of His Way Refuge Center, City staff recommended and approved a one-year agreement extension through June 30, 2026, to ensure continuity of services at the Center. Based on the continued operational success and ongoing need for homeless services within the community, City staff now recommends approving an additional one-year extension for operational services for the period of July 1, 2026 through June 30, 2027, to His Way Refuge Center, the current operator selected through the RFP process, to ensure continued service provision without disruption.
The Center provides a clean and safe area for persons experiencing homelessness to develop a pathway towards permanent housing, income, healthcare and stability, thus helping bring the highest standard of community life to the City.
This new agreement will allow the services currently offered at the Center to continue. Those services include resources during the day, available to both the unsheltered community and to those on the verge of being unsheltered:
• Overnight shelter
• Meals and food distribution
• Restroom and showers
• Clothing
• Haircuts
• Transportation
• Case Management
• Assist in coordinating services with San Joaquin County Behavioral Health Services and Veterans Medical Mobile Unit (MMU)
• Pet Kennels and food
• HMIS intake and service tracking
• Mail services
• Services referrals
• Street Outreach
The Center now operates twenty-four (24) hours - seven (7) days a week, offering overnight shelter using the newly acquired third dormitory modular unit and future transitional housing containers.
Fiscal Impact:
Funding for this agreement is anticipated to be carried over into Fiscal Year 2026-27 within the General Fund (Fund 100) and HUD Grant Fund (Fund 141) through available grant funding and prior year budget carryforwards.
Staff will continue to pursue additional grant opportunities and other outside funding sources to help offset ongoing operational costs and reduce long-term reliance on the General Fund for Unsheltered Emergency Center/Navigation Center operations.
