Adopt a resolution: determining United Pavement Maintenance, Incorporated (“UPM”) to be the lowest, responsive, and responsible bidder for the Yosemite Avenue (Walnut Avenue to Main Street) Bike and Pedestrian Improvement Project (CIP 20006) (District 3); awarding the construction contract to UPM in the amount of $820,981.70; approving Amendment No. 1 to the Agreement for Services C2024-192 with Bennett Engineering Services Incorporated in the amount of $20,463 for engineering services during construction; approving a budget appropriation of $307,826 in additional Federal HSIP grant revenues and expenses to the Subsidized Street Project Fund (Fund 480) to CIP No. 20006; approving a budget appropriation of $467,603 in the TDA/Local Transportation Fund (Fund 460) to CIP No. 20006; approving a budget appropriation of $600,000 in the Measure Q Fund (Fund 105) to CIP No. 20006; approving a budget appropriation of $300,000 in the Water O&M Fund (Fund 680) to CIP No. 20006; approving a budget appropriation of $600,000 in the Water Improvement Fund (Fund 690) to CIP No. 20006; approving the Construction Contract Change Order No. 1 with UPM in the amount of $585,479.62; approving the Construction Contract Change Order No. 2 with UPM in the amount of $735,757; approving a project contingency of $609,299.91; and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Highway Safety Improvement Program (“HSIP”) is a federal grant program that funds transportation-related safety projects. The City of Manteca (“City”) received $681,390.00 in HSIP funding for the Yosemite Avenue (Walnut Avenue to Main Street) Bike and Pedestrian Improvement Project CIP 20006 (“Project”).
The Project improvements include the following:
• New bike lanes
• Updated ADA and curb ramps to current standards
• New rectangular rapid flashing beacon system (RRFB)
• New signage and stripping
On December 17, 2024, the City entered into an Agreement for Services with Bennett Engineering Services Inc to develop the plans, specifications, and estimates (PS&E) for the Project.
On June 17, 2025, the City approved the Project PS&E and authorized an invitation for bids.
On June 27, 2025, Caltrans authorized Construction and Construction Engineering phase of the Project (Attachment 6).
On October 10, 2025, the Project was advertised for bid, and a non-mandatory job walk was held on October 23, 2025. The deadline to submit questions and/or inquiries was on October 24, 2025 and responses to questions/inquiries received prior to the deadline were published on the City’s website on October 28, 2025.
The following bids were received and opened on November 6, 2025:
• United Pavement Maintenance, Inc. $820,981.70
• Frontline General Engineering $879,817.18
• FBD Vanguard Construction Inc. $929,876.00
• TBS Contractor $959,964.28
• Rapid Grading Servies $994,000.00
• Dutch Contracting Inc $1,005,212.00
• Knife River Construction $1,073,490.00
• B&M Civil LLC $1,074,721.50
• Zara Construction $1,084,372.00
• Redwick Construction Co. $1,380,311.00
Staff reviewed the bids and determined United Pavement Maintenance, Inc. (“UPM”) to be the lowest, responsive, and responsible bidder, with a bid amount of $820,981.70 (Attachment 2).
On December 30, 2025, the City submitted a request for additional funding to Caltrans for the construction phase of the project.
On January 7, 2026, Caltrans approved an additional $307,826.00 in HSIP Grant funding for the Project construction (Attachment 8) and concurred with staff’s recommendation to award the construction contract for the Project to United Pavement Maintenance, Inc.
To maximize improvements and minimize impacts to the public staff negotiated with UPM to include the following Contract Change Orders:
1. Contract Change Order No. 1 (CCO#1) in the amount of $585,479.62 to grind and replace 3-inches of asphalt pavement. (Attachment 5)
2. Contract Change Order No. 2 (CCO#2) in the amount of $735,757 to install a section of water line improvement within Yosemite that was identified in the 2024 Water Master Plan. (Attachment 6)
Fiscal Impact:
Fiscal impacts include the following:
1. A budget appropriation of $307,826 in additional Federal HSIP grant revenues and expenditures in the Subsidized Street Project Fund (Fund 480) to CIP No. 20006
2. A budget appropriation of $467,603 in the TDA/Local Transportation Fund (Fund 460) to CIP No. 20006
3. A budget appropriation of $600,000 in the Measure Q Fund (Fund 105) to CIP No. 20006
4. A budget appropriation of $300,000 in the Water O&M Fund (Fund 680) to CIP No. 20006
5. A budget appropriation of $600,000 in the Water Improvement Fund (Fund 690) to CIP No. 20006
