Background:

Perfluoroalkyl and Polyfluoroalkyl Substances (“PFAS”) are a group of synthetic chemicals widely used in various industrial and consumer products for their resistance to water, grease, and stains. Common applications include firefighting foam, non-stick cookware, water-repellent fabrics, and food packaging.

 

In April 2024, the Environmental Protection Agency (“EPA”) adopted new national drinking water standards for six PFAS compounds. Public water systems must complete initial monitoring and began compliance monitoring and reporting by 2027. Full compliance with all Maximum Contaminant Levels (“MCL”) must be achieved before 2029.

 

The City of Manteca (“City”) joined a class action lawsuit against PFAS manufacturers 3M, DuPont, Tyco and BASF. To date, the City has been able to recover $2,188,232.89 to be used towards known PFAS treatment.

 

On October 23, 2025, City Staff released a Request for Proposals (RFP) for professional design services to prepare the Plans and Specifications for Well 22 PFAS Treatment Facility on the City’s website. The deadline to submit questions and/or inquiries was on November 6, 2025, and responses to questions/inquiries received prior to the deadline were published on the City’s website on November 8, 2025.

 

On November 17, 2025, the City received proposals from the following firms:

                     Black Water Consulting Engineers

                     Carollo Engineers

                     HydroScience Engineers

                     Kleinfelder Inc.

 

The City established an evaluation committee consisting of City staff to evaluate and rank all the received proposals based on the advertised criteria.

 

Based on qualification and scope of work, the evaluation committee concluded that Kleinfelder, Inc. is the most responsible, responsive, qualified firm, and meets the specific goals of the Project. Staff has completed cost negotiations with Kleinfelder, Inc. for an amount not-to-exceed $200,000 for the field testing needed to select the proper treatment options.

 

Fiscal Impact:

 

Staff recommend City Council approves the following:

                     Approving a Professional Service Agreement with Kleinfelder Inc. for the evaluation of Perfluoroalkyl and Polyfluoroalkyl Substances (“PFAS”) treatment options for the Well 22 PFAS Treatment Facility located at Walnut Place Park in a total not-to-exceed amount of $200,000

                     Amending the Fiscal Year 2025-2026 Capital Improvement Program (“CIP”) to include Well 22 PFAS Treatment Project and assign a CIP Number.

                     Approve an appropriation of $2,188,232 in Revenues and the new CIP project for the Well 22 PFAS Treatment Facility in the Water O&M Fund (Fund 680)
