Background:

SJVUAPCD Public Benefit Grants Program was developed and designed to meet the needs and challenges faced by valley public institutions by providing funds towards a wide variety of clean-air, public-benefit projects which will provide a direct benefit to valley residents. The San Joaquin Valley Air Pollution Control District (District) has provided our department with the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) Public Benefit Grants Program with eight individual grants to purchase eight alternative fuel electric police bicycles (E-Bikes) that will provide broad benefits to San Joaquin Valley residents and to assist the District in meeting its air quality goals.

The Manteca Police Department Bike Unit is comprised of eight sworn police officers who focus their interactions with community members utilizing bicycles as opposed to being full-time in a patrol car.  Bike Officers serve our community through education-based enforcement efforts recognized as a need to promote safety in our community.

The Bike Unit currently rides the Police Giant Talon bike. This bike has been a useful tool, although with the innovative technologies our community is now using, our officers are finding it more difficult to contact individuals due to their speeds. To help with this challenge, the Manteca Police Department applied for and received a grant to purchase four CAB Motorworks Recon electric bicycles and four RECON Interceptor Power e-Bikes.

The Manteca Police Department Bike Unit’s overall objective focuses on how to best serve the City of Manteca community, provide education and enhance transportation safety. The Bike Unit has a unique role in that it has a greater chance to interact, are more approachable and make an impact in the above areas due to its high visibility throughout the city.

Due to the nature of this grant, the Department recommends these funds be used for one-time expenditures that would normally be requested from the General Fund and not for on-going expenses. 

Fiscal Impact:

Funding for this grant will be on a reimbursement basis. Therefore, staff recommends appropriating $82,461 to both revenue and expenditure account lines within the Police Grants Fund (Fund 150).
