Recommendation:
title
Adopt a resolution authorizing the use of the California Association for Coordinated Transportation/Morongo Basin Transit Authority (CalACT/MBTA) Vehicle Purchasing Cooperative #20-01 to purchase one (1) 2023 Ford, Chassis Electric Van for Manteca Transit’s Dial-a-Ride services in the amount of $115,637.85 and 3% contingency of $3,469.14 for a total not-to-exceed amount of $119,106.99 for Capital Improvement Program Project Transit Wheelchair Accessible Van (CIP 23029).
body
Background:
The City of Manteca is a member agency of the California Association for Coordinated Transportation (CalACT); a statewide association of small, rural and specialized transportation providers. As a component of promoting collaboration and exchange amongst smaller transit agencies, CalACT provides opportunities, through Purchasing Cooperatives, for small agencies to “piggyback” off existing procurement contracts, which are bid on a large scale, enabling the City to receive competitive pricing that the City might not otherwise receive on a purchase of one (1) electric van.
Purchasing Cooperative #20-01, issued through a joint effort between CalACT and MBTA (Morongo Basin Transit Authority), authorizes the City to purchase one (1) electric van from A-Z Bus Sales of Sacramento, California for Manteca Transit.
The City of Manteca Transit system operates both, fixed route and paratransit services. Currently, Manteca Transit’s Dial-a-Ride services consist of three (3) 24-foot long, gas powered, cutaway buses. Due to an increase in ridership, the electric van will support Manteca Transit’s Dial-a-Ride services while shifting towards a greener source of energy, providing long-term sustainability and compliance with the California Air Resources Board’s requirement for public transit agencies to transition to 100% zero-emission fleets by 2040. Manteca Transit plans to purchase 25% of zero emission fleet by 2026 and intends to fully transition to zero-emissions fleet by 2040.
The City has available funding from the following grant sources to purchase the Dial-a-Ride Electric Van:

Under Cooperative #20-01, the estimated cost of the electric van will be $119,106.99 ($115,637.85 base + $3,469.14 3% contingency). There is a total of $153,658.39 in grant funding currently available from Local Carbon Transit Operations Program (LCTOP) and State of Good Repair (SGR) funds to purchase this vehicle, which the remaining balance will be used for the charging station.
