Background:

In December 2022, the City Council approved implementation of the Accela Building Permit Platform as the City’s enterprise permitting, plan review, and inspection system for the Development Services, replacing the legacy New World Systems platform. Accela enabled online permit submittals, electronic plan review, online inspection scheduling, and improved compliance with State-mandated streamlining requirements.

 

Accela is now the City’s primary system of record for building permits, planning applications, inspections, and related workflows. As a cloud-based, Software-as-a-Service (SaaS) platform, it provides vendor-managed hosting, security, maintenance, and upgrades, reducing internal IT burden while ensuring system reliability and regulatory requirements compliance.

 

Since implementation, the platform has delivered significant benefits, including improved customer access and transparency, increased staff efficiency through workflow automation, reduced reliance on paper-based processes, enhanced system security, and continued compliance with State permitting requirements.

 

Renewing the Accela agreement for a five-year term ensures continuity of service, long-term cost predictability, and uninterrupted access to this essential system. Staff evaluated alternatives and determined that replacing the platform would be significantly more costly and operationally disruptive than extending the existing agreement. The proposed extension maintains the City’s current configuration and licensing structure and reflects negotiated pricing over the five-year term.

 

Fiscal Impact:

The total cost of the proposed five-year Accela subscription extension is $631,965.78, with costs budgeted annually in the Development Services and Engineering operating budgets. Year 1 costs total $116,678.02 ($94,672.32 Development Services and $22,014.70 Engineering), with costs for Years 2-5 escalating per the agreement. Sufficient funds are included in the adopted and projected budgets.
