Background:

In March 2024, California voters approved Proposition 1, which reformed the Mental Health Services Act into the Behavioral Health Services Act (BHSA). The BHSA requires counties to develop and submit three-year Integrated Plans that identify behavioral health services, housing interventions, and funding priorities for individuals and families experiencing or at risk of homelessness with behavioral health needs.

 

As part of the BHSA planning requirements, counties are required to engage stakeholders throughout the planning process, including representatives from the five largest cities within counties having populations greater than 200,000. The City of Manteca is one of the five largest cities within San Joaquin County and has been invited to participate in the development of future BHSA Integrated Plans.

 

The proposed MOU establishes a collaborative partnership between San Joaquin County Behavioral Health Services and the City of Manteca to discuss and address housing priorities and behavioral health needs affecting residents throughout San Joaquin County. The partnership is intended to support the planning, funding, and implementation of behavioral health and housing-related programs serving individuals experiencing homelessness or at risk of homelessness.

 

Under the MOU, San Joaquin County Behavioral Health Services will:

                     Coordinate and facilitate at least one annual meeting

                     Share data and funding information

                     Maintain responsibility for development and submission of BHSA Integrated Plans

                     Ensure compliance with applicable BHSA planning requirements

 

The City of Manteca will:

                     Designate a staff representative to participate in the planning process

                     Coordinate meeting dates and times with BHS

                     Participate in at least one annual planning meeting

                     Provide request data, as appropriate

 

The term of the MOU is nine (9) years, allowing participation through three consecutive three-year Integrated Plan cycles. Either party may terminate the agreement with thirty (30) calendar days written notice.

 

Participation in the Integrated Planning process will allow the City to provide input on behavioral health and housing priorities affecting Manteca residents and remain informed of future behavioral health funding opportunities and program development efforts occurring throughout San Joaquin County.

 

Fiscal Impact:

There is no fiscal impact associated with this item.
