Background:

On January 9, 2024, City of Manteca entered into an agreement (C2023-182) with Big Truck Rental, LLC for $100,000 for the rental services of automated side loaders (ASL) to service the residents of City of Manteca. On October 1, 2024, the City Council approved Amendment No. 1, extending the agreement term through November 1, 2025, and increasing the contract compensation by $975,000. On October 21, 2025, the City Council approved Amendment No. 2, extending the agreement term through December 31, 2026, and increasing the contract compensation by an additional $970,000.

 

Following the implementation of weekly collection of all three waste streams-garbage, recycling, and organics-Solid Waste expanded its fleet to meet the increased service demands. The department planned to purchase the lease-to-own ASL trucks during Fiscal Year 2026-27; however, the Solid Waste Fund was not projected to meet the required reserve level, and funding was not available to complete the purchase.As a result, the department has had to continue renting the vehicles longer than originally anticipated.

 

Solid Waste currently operates a fleet of 21 automated side loader (ASL) collection vehicles. On a typical service day, 17 to 18 ASLs are required to maintain residential collection operations throughout the City. In addition, an average of two vehicles are unavailable each day due to scheduled maintenance or repairs.

 

Big Truck Rental, LLC currently provides five compressed natural gas (CNG) automated side loader trucks under a lease-to-own agreement. Because the planned vehicle purchase was deferred, these rental vehicles remain essential to maintaining uninterrupted weekly collection of garbage, recycling, and organics for City of Manteca residents.

 

These trucks help maintain service quality and managing City of Manteca’s growing waste collection needs. Solid Waste would like to allocate $1,100,000 to continue to pay the rental fees.

 

Fiscal Impact:

Staff recommend Council approve Amendment No. 3 to the Professional Services Agreement (C2023-182) with Big Truck Rental, LLC in the amount of $1,100,000. 

 

There are sufficient appropriations available in the Solid Waste Fund (Fund 660) for this amendment.
