Adopt a resolution approving an Agreement for Services with Carollo Engineers, Incorporated for the preparation of a Storm Drain Master Plan (CIP ENG26003) in the amount of $888,867 with additional $355,930 in optional tasks for a total not-to-exceed amount of $1,244,797; Close and unencumber $244,801 from the French Camp Outlet Canal Master Study (CIP 18056) from the Development Services fund (Fund 340); amending the 2025-26 Capital Improvement Plan to reallocate $244,801 from Development Services fund (Fund 340) to the Storm Drain Master Plan (CIP ENG26003); and authorizing the City Manager or designee to complete and execute all associated documents and take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The City of Manteca (“City”) last updated it’s Storm Drain Master Plan (“SDMP”) in 2013. A new comprehensive SDMP is needed to evaluate the current condition of the City’s storm drainage system, identify system deficiencies, and planning for needed improvements to address the demands of growth identified in the 2043 General Plan.
The scope of work for the SDMP includes:
• Inventory and assessment of existing storm drain infrastructures
• Updates to the City’s hydrologic and hydraulic models
• Updates to the French Camp Outlet Canal hydrologic and hydraulic models
• Identification of system deficiencies and recommended improvements
• Prioritization of recommended improvements
On June 19, 2025, City Staff released a Request for Proposals for professional design services to prepare SDMP on the City’s website. The deadline to submit questions and/or inquiries was on July 10, 2025, and responses to questions/inquiries received prior to the deadline were published on the City’s website on July 14, 2025.
On July 17, 2025, the City received proposals from the following firms:
• Dewberry Engineers, Inc.
• MRPE, Inc.
• Pacific Advanced Civil Engineering, Inc.
• Carollo Engineering, Inc. (“Carollo”)
The City established an evaluation committee consisting of City staff to evaluate and rank all the proposals received based on the advertised criteria.
Based on qualification and scope of work, the evaluation committee concluded that Carollo is the most responsible, responsive, qualified firm, and meets the specific goals of the Project.
Previously, Carollo competed and was awarded the French Camp Outlet Canal (“FCOC”) Master Study (CIP 18056) that has been progressing, but completion has been delayed due to General Plan Updates and coordination with SSJID. There is much overlap in scope between the SDMP and the FCOC Master Study including model development, capacity assessments, existing facility evaluation, and proposed improvements associated with the FCOC. Staff concluded that it would be most efficient and cost effective to combine completion of the FCOC Master Study into the SDMP as first order of work.
Staff has completed cost negotiations with Carollo Engineering, Inc. for an amount not-to-exceed $1,244,797 for the SDMP, Capital Improvement Project (CIP ENG26003).
Fiscal Impact:
Staff recommends Council approve the following actions:
1. Close and unencumber the French Camp Outlet Canal Master Study (CIP 18056) $244,801 in the Development Service funds (Fund 340)
2. Amend the 2025-26 Capital Improvement Plan to reallocate $244,801 in Development Service funds (Fund 340) to the Storm Drain Master Plan (CIP ENG26003).
3. Approve an Agreement for Services with Carollo Engineers, Incorporated for the preparation of a Storm Drain Master Plan (CIP ENG26003) in the amount of $888,867 with additional $355,930 in optional tasks for a total not-to-exceed amount of $1,244,797
