Adopt a resolution determining St. Francis Electric, LLC. as the lowest, responsive, and responsible bidder for the Traffic Signal Update Project CIP No. 17058 HSIPL-5242(034); awarding the construction contract to St. Francis Electric, LLC. in an amount of $3,992,700; approving a wireline crossing agreement with Union Pacific Railroad Company in an amount of $8,400; approving an Agreement for Services with TRC Engineers, Inc. to provide construction management and inspection services in an amount of $340,000; approving a Project Budget Contingency of $558,900; amending the FY 2024-25 Annual Budget and Capital Improvement Program to increase CIP 17058’s budget by the additional Federal HSIP grant of $650,000, appropriate revenue in the amount of $650,000 into Fund 480, appropriate expense in the amount of $650,000 to Fund 480, and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Highway Safety Improvement Program (HSIP) is a federal grant program that funds transportation-related safety projects. The City of Manteca (City) received $2,385,000.00 in HSIP funding for the Traffic Signal Update Project, CIP No. 17058 HSIPL-5242(034) (Project). The Project, includes upgrading existing traffic signal hardware and software, optimizing signal timing, and enhancing interconnect functionality.
The City entered into an agreement for professional services with TJKM to develop project plans, specifications, and estimates (PS&E) for the Project. PS&E were completed and accepted by City Council and advertised on March 6, 2024. A mandatory pre-bid meeting was held for contractors interested in bidding on the Project on March 25, 2024. Additional non-mandatory pre-bid meetings was held for contractors interested in bidding on the Project on July 8, 2024, and July 29, 2024.
The bid advertisement closed on August 12, 2024. The City received Three bids:
• St. Francis Electric, LLC (St. Francis) $3,992,700.00
• Bear Electrical Solutions, Inc. $4,225,687.00
• Tennyson Electric, LLC $6,188,410.00
Staff reviewed the bids and determined that the lowest responsive and responsible bidder is St. Francis with a bid amount of $3,992,700.00.
On September 5, 2024, the City submitted a request to Caltrans for additional funding for construction of the Project.
On October 15, 2024, Caltrans approved and additional $650,00 in HSIP Grant funding for the Project construction (Attachment 5) and concurred with staff’s recommendation to award the construction contract for the Project to St. Francis.
On September 23, 2024, the City issued a Request for Proposals (RFP) for Construction Management & Inspection Services (CMIS) for the Project.
On October 23, 2024, the City received proposal from TRC Engineers, Inc. (TRC).
The City established an evaluation committee constituting of three (3) City staff to evaluate and rank all the received proposals based on the advertised criteria.
Based on qualifications and scope of works, the evaluation committee concluded that TRC is a responsible, responsive, most qualified firm, and meets the specific goals of the Project. City staff has completed negotiations with TRC to provide needed CMIS Services for an amount of $340,000.00.
On November 12, 2024, Caltrans concurred with staff recommendation to award the CMIS for the Project to TRC.
On November 7, 2024, Union Pacific Railroad (UPRR) prepared an agreement to authorize the construction of one (1) underground fiber optic wireline crossing for the Project within the UPRR right-of-way. Upon execution of this agreement, the City will pay UPRR a one-time permit fee of $8,400.00.

The City has received a total of $3,035,000 in federal HSIP Grant funds for the Project Construction in Fund 480 (Grant No. HSIPL-5242(034) (Account No. 480.00.00.900-4450.37)
With the $650,000 additional grant funding included, there is sufficient funding in the FY 2024-25 Annual Budget and Capital Improvement Program coming from the original HSIP grant, Transit Development Act (TDA) funding, and other subsidized streets funding, to support the costs of the Traffic Signal Update (CIP 17058) Project.
Staff recommends that due to grant amendment of the $650,000 to amend the FY 2024-25 Annual Budget and Capital Improvement Program Project Budget to increase the CIP 17058 revenues of $650,000 in Fund 480 (Account: 480.00.00.900-4450.37) and increase the expenditures for CIP 17058 of $650,000 in Fund 480 (Account 480.00.00.900-8150.03).
