Background:
In recognition of the State’s existing GHG emissions reduction regulations, and that climate change poses a risk to the constituents of the City of Manteca, the City is acting to reduce the GHG emissions, or “carbon footprint,” of its government operations, the general operations of the City, private development and its operations through the adoption and implementation of the 2025 Climate Action Plan (CAP) Update. The 2025 CAP Update is a policy-level document and is not related to any specific proposed development. The update to the CAP is in accordance with Senate Bill 32, Assembly Bill 32, and other various pieces of State legislation related to climate change and GHG emission reductions.
Project Analysis:
The City of Manteca is committed to addressing climate change at the local level by updating the City’s Climate Action Plan adopted in 2013. The proposed 2025 CAP Update will streamline future environmental reviews of development projects in the City by assuring compliance with all relevant statewide regulations related to a project’s greenhouse emissions. The 2025 CAP Update implements reduction measures to address citywide greenhouse gas (GHG) emissions by establishing a baseline inventory of GHG emissions, emission forecasts associated with growth of the City, and emissions reduction strategies in accordance with State requirements. Upon adoption of the 2025 CAP Update, all developments within the City will be required to meet applicable objective measures and submit to the City a CAP Consistency Review Checklist for clearance prior to construction. Planning Commission Meeting:
At the regular Planning Commission meeting on October 16, 2025, the proposed was considered. The Planning Commission voted 5-0 to recommend approval to City Council.
Environmental Review:
In accordance with the California Environmental Quality Act (CEQA) an Initial Study/Negative Declaration (IS/ND) (SCH #2025071350) was prepared for the proposed project. It was found that because this is only a policy document with no associated project or directly related development, it will have a less-than-significant impact on the environment.
