Adopt a resolution approving contracts for plan check and inspection services with JAS Pacific for a contract not-to-exceed amount of $1,700,000 and with TRB and Associates, Inc. for a contract not-to-exceed amount of $1,700,000 and authorize the City Manager to sign all contracts and accompanying documents.

Background:
The City uses consultant plan check and inspection services when demand exceeds the capacity of City staff. This approach helps to manage fluctuating construction demands without the need to hire permanent staff. With increased plan review, permitting, inspections, and an upcoming staff retirement, there is a growing need to rely more on consultants to meet customer needs.
Currently, the City has a contract with an outside consultant; however, that contract is scheduled to expire on June 30, 2025. The City released a Request for Proposals (RFP) for Plan Check and Inspection Services on December 16, 2024. On January 15, 2025, The City received responses from ten (10) firms:
- 4Leaf, Inc.
- BPR Consulting Group
- Bureau Veritas
- CSG Consultants
- Interwest Consulting Group, Inc.
- JAS Pacific
- Shums Coda Associates
- TRB and Associates, Inc.
- VCA Code
- Willdan
The City determined that JAS Pacific and TRB and Associates, Inc. are the most qualified firms to provide supplemental building safety plan checks, inspections, and staff augmentation services, based on their qualifications and the scope of work.
Staff recommends approving contracts for up to $1,133,333 per year for three years to provide supplemental plan check and inspection services. These expenses are pass-through costs, incurred only when needed, and reimbursed through fees at the time of building permit issuance.
Fiscal Impact:
Funding for this contract, if approved, is available and will be included in Development Services (Fund 340) in the Fiscal Year 2025-26 budget.
There is no General Fund impact.
