Background:

The Highway Safety Improvement Program (HSIP) is a federal program that funds transportation-related safety projects. The City of Manteca (“City”) originally received $273,600 in design and $1,661,040 in construction HSIP funding for the Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP 20005 (“Project”). The City is required to provide a local match in the amount of $214,960.

 

The Project includes the installation of:

 

-                     Bike lanes along the west side of Main Street.

-                     Raised medians and fencing along the centerline of Main Street.

-                     Bike lanes along the east side of Main Street.

-                     Enhanced pedestrian crossings.

-                     High Intensity Activated Crosswalk Pedestrian Hybrid Beacon signal system at the Main Street intersection with Edison Street.

-                     Traffic signal loop modifications along Main Street from Northgate Drive to Alameda Street.

-                     Slurry seal of existing poor condition pavement.

 

On October 31, 2019, Caltrans authorized the Preliminary Engineering phase of the Project.

 

On February 21, 2023, city staff shared results of the 2022 Pavement Condition Index (PCI) with the City Council. The PCI indicated that the pavement within the Project area is in poor condition. However, the HSIP grant does not allow funds to be used for non-bike and pedestrian improvements beyond a slurry seal.

 

On September 6, 2023, the City approved Agreement C2023-118, see Attachment 7, with Mark Thomas & Company (“Mark Thomas”) to prepare biddable project plans, specifications, & estimates (PS&E).

 

On November 21, 2023, the City approved Amendment No. 1, see Attachment 8, to C2023-118 to include additional safety improvements identified in the approved Local Roadway Safety Plan. The City also amended the Senate Bill 1, Road Repair and Accountability Act of 2017 (“SB1”), project eligibility list for Fiscal Year 2023-2024 to include the Project.

 

On June 18, 2024, the city allocated $1,018,177 in Fund 640 Local Transportation Funds and $1,018,177 in Fund 680 Subsidized Street funding as part of the FY 2024-2025 budget.

 

In June 2024, city staff submitted an Active Transportation Project (ATP) Cycle 7 Grant application available through the San Joaquin Council of Governments (“SJCOG”), which included multiple bicycle and pedestrian safety improvement projects and among them was this Project.

 

On August 21, 2024, Caltrans authorized the Construction and Construction Engineering phase of the Project as part of the HSIP grant.

 

On October 10, 2024, five bids were received and publicly opened.

On October 30, 2024, city staff submitted a request to Caltrans for an additional $1,898,500 in HSIP grant funding for Project construction.

 

On November 6, 2024, Caltrans approved an additional $850,000 in HSIP funds for the Project. 

 

On December 17, 2024, City awarded the construction contract C2025-05, see Attachment 5, to United Pavement Maintenance, Inc. (“UPM”) for $2,995,249.25, approved an Agreement C2025-04 for Construction Management and Inspection Services (“CM&IS”) with TRC Engineers, Inc. (“TRC”) for an amount not-to-exceed $184,000, see Attachment 6, and approved a project contingency of $300,000.

 

On February 27, 2025, the City was awarded $3,814,045 in ATP Cycle 7 grant funding by SJCOG. In May 2025 City received the SJCOG Measure K Cooperative Agreement C-25-077, see Attachment 2.

 

To best utilize the grants received, optimize the project improvements, and minimize construction impacts to the public, staff requested that UPM provide a quote for pavement rehabilitation on the entire project limits. The additional tasks include removing and installing 2-inches of new asphalt, additional dig-outs on areas with base failures and adding video detection to the signal at the intersection of Main Street & Northgate Drive. UPM’s construction Change Order No. 1 cost proposal is $1,066,287.65, see Attachment 3. TRC’s Amendment No.1 for CM&IS cost proposal is $72,297.12, see Attachment 4.

 

Fiscal Impact:

There is no General Fund impact.
