Background:

The City of Manteca provides public transportation services for the community through four fixed routes and ADA Paratransit (Dial-A-Ride), Monday through Saturday. The existing Fixed Route bus network has been in place for several years with only minor adjustments. Changes in ridership patterns, new developments, and evolving community needs have created a need to re-evaluate the system to improve service efficiency, reliability, connectivity and overall coverage.

 

In response, Staff released a request for proposal (RFP) on September 4, 2025 requesting proposals for Manteca Transit’s Fixed Route Redesign Study. The evaluation committee consisted of employees from the Public Works and Development Services department, carefully reviewed and considered the two project team qualifications and work plans presented in the two firms’ proposals. Based on the review of proposals, staff recommend selecting Fehr and Peers based on experience, understanding and well-defined outreach approach. Approving the agreement will allow the City to begin a comprehensive review of its fixed route transit bus network to ensure future services are efficient and meet the mobility needs of the community. The comprehensive review entails the following:

 

1.                     Assessment of the current routes, ridership, performance and service coverage;

2.                     Extensive community engagement with the coordination of public meetings,

surveys, workshops and include feedback analysis in report with key findings;

3.                     Identification of underserved areas and evaluation of growth areas;

4.                     Various service scenario with proposed routes, stop locations, schedules and

service levels;

5.                     Develop a comprehensive funding and analysis report;

6.                     Recommend fixed route network plan with detailed map, schedules, and service descriptions, along with an implementation plan;

7.                     Complete Final Report documenting methodology, findings, alternatives and

innovative recommendation.

 

Staff recommends entering into a Professional Services Agreement with Fehr & Peers for an amount not-to-exceed $138,490.

 

 

Fiscal Impact:

If approved, the total cost of the agreement is $138,490 and will be funded with Federal Transit Administration (FTA) and Local Transportation Fund (LTF) revenues.  There are sufficient Fiscal Year 2025-26 appropriations for this agreement in the Federal Transit Management Fund (Fund 610).
