Background:
Through the Fiscal Year 2025-26 mid-year budget process, the City has recommended a reorganization of work for Public Works Divisions, which includes the establishment of new job classifications in order to properly distribute the work and accomplish City goals.
Additionally, the Human Resources Department recommends the establishment of a new job classification of Senior Human Resources Analyst, for which an existing vacancy in the department will fund the reclassification of two (2) incumbents.
As part of the reorganization of work, the following job classifications are recommended to be approved by City Council.

SUMMARY OF PROPOSED CHANGES BY EMPLOYEE GROUP:
Unrepresented Executive Management Group
• Updated job description for Assistant City Manager - to now include oversight of Public Works Divisions.
• New job classification of Assistant Director of Engineering- The existing Director of Engineering will be eliminated due to promotion to Assistant City Manager; therefore, a new classification of Assistant Director of Engineering is recommended to provide day-to-day oversight of the Department.
• New job classification of Assistant Director of Streets & Compliance-This is a new job classification which will assume oversight of Streets Projects and Operations, including much needed oversight of the City’s Americans with Disabilities Act (ADA) compliance related to streets improvements; other City facilities, parks improvement projects; and tracking and reporting responsibilities to ensure Caltrans and/or DOT program compliance to preserve important funding received by the City.
• New job classification of Director of Parks, Recreation & Transit - The reorganization includes combining existing Parks, Recreation and Transit Divisions under one Director.
• New job classification of Director of Utilities- The reorganization includes establishing a Utilities Department with a Director; existing Water and Wastewater Divisions will be combined under “Utilities.”
Unrepresented Management/Confidential Employees’ Unit
• New Job Classification of Senior Human Resources Analyst; two (2) existing Human Resources Analysts will be reclassified to the Senior level to allow for lead-worker responsibilities; funding from one (1) Human Resources Manager vacancy will cover the cost of these reclassifications, including the amendment to the approved position control list to remove the Human Resources Manager position and add one (1) Human Resources Technician position.
Fiscal Impact:
Any applicable fiscal impacts of the proposed job classification and salary changes are included in the Fiscal Year 2025-26 mid-year budget.

• 1 Deputy Director Operations & Maintenance
• 1 Director of Public Works
• 1 Director of Engineering
• 1 Human Resources Manager
