Background:

The current Unsheltered Emergency Center at 555 Industrial Park Drive is undergoing an electrical project to improve operations while maintaining current day services. These services include meals, restrooms, showers, and clothing, accessible to both the unsheltered and those at risk of homelessness. This project aims to create a fully operational site with two dormitory modular units for overnight use, two community spaces, a food trailer, and a three-station restroom and shower combination unit. The electrical project will strengthen the shelter's capacity to address the needs of our unhoused community. Additionally, it will increase electrical capacity to accommodate potential future expansions.

 

In August 2023, the City of Manteca entered into an agreement with Bockmon and Woody Electric, Inc. (Contract C2023-98) for electrical construction services at 555 Industrial Park Drive. Amendment No. 1 increased the scope of services of work performed, increased compensation, and extended the completion date.

 

In January 2024, Bockmon and Woody Electrical, Inc. requested a proposed change order for an additional power pole to accommodate the power requirements of both the food trailer and the restroom/shower unit at the Homeless Shelter. This request highlights the critical importance of ensuring adequate infrastructure to support a fully operational site and services provided at the shelter. The proposed Amendment No. 2 to the agreement between Bockmon and Woody Electric, Inc. and the City of Manteca would solely raise compensation by $9,294.31, without expanding the scope of work, while the timeline for performance remains unchanged.

 

Fiscal Impact:

Sufficient funds have been appropriated in the FY 2023-24 budget in the General Fund for this contract and amendment (Account No. 100.03.00.000-6000.01).
