Approve four (4) agreements with FY 2024-25 Community Development Block Grant (CDBG) grantees for a total allocation of $426,003, and authorize the City Manager to execute the subrecipient agreements and any related documents necessary to implement the projects.

Background:
Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds are allocated to cities and counties by the United States Department of Housing and Urban Development (HUD) for use in projects that make for a viable community, with local programs and services that provide decent housing, a suitable living environment, and expand economic opportunities for low- and moderate-income individuals and families. The City of Manteca receives an annual pass-through allocation from the County of San Joaquin (“County”), which serves as the entitlement agency.
On March 5, 2024, the City Council conducted a public hearing to consider staff’s recommendations for the allocation of approximately $408,428 in CDBG funding for FY 2024-25. During this hearing, staff presented eligible projects aligned with the priorities identified in the City’s Goals and Priorities.
In May 2024, HUD approved the County of San Joaquin's final CDBG budget, which included an increase of $17,575 to the City of Manteca's allocation, resulting in a revised total of $426,003. Staff recommended applying the additional funds to the Manteca Navigation Center project.

The attached agreements have been prepared consistent with Council direction in March 2024. These agreements are the same as previous years, which have been approved by the City Attorney’s Office as to form, and by the County, who administers the CDBG program.
Fiscal Impact:
The City of Manteca, as a subrecipient of the County, will be allocated $426,003 in CDBG funds for FY 2024-2025 for use by its selected grantees. Funds have already been budgeted for these agreements.
There is no impact to the General Fund.
