Background:

In March 2024, the City adopted the 2024 Wastewater Master Plan (WWMP). The WWMP identified the Central Trunk Sewer Project (Project), labeled as project WCS-06 in the WWMP, as a high priority project due to its location in the collection system, pipeline age, and risk of failure. The Project funding was approved as part of the Fiscal Year 2025-2026 Capital Improvement Program Budget.

 

The Project will replace the existing dilapidated 36-inch sewer line, approximately 4,200 feet in length, with a new deeper 36-inch sewer trunk gravity line and abandon the existing Union Road lift station.

 

A portion of the existing sewer line to be replaced, is located along the south side of the City’s golf course (Hole No. 1).  As part of the Project design process, several alternative alignments for the replacement sewer line were analyzed. The most beneficial alignment identified is adjacent to the existing sewer line but departs from the golf course property sooner in a southerly direction into vacant land - see Attachment 2. This alignment will provide significant cost savings, reduced construction time, minimizes impacts to use of the golf course, and is safer due to minimizing sewer by-pass pumping and not requiring traffic control. Staff will continue working closely with golf course personnel in a coordinated effort to further minimize impacts and disruptions to the functions of the golf course. 

 

Upon completion of this Project the new sewer line will flow entirely by gravity, thereby increasing overall capacity from 15 MGD to more than 19 MGD as identified in the WWMP, and greatly reduce long-term operations and maintenance costs.

 

The Engineer’s estimate for the Project is $9,490,000 and the completed Plans and Specifications are available for review in the Engineering Department.

 

Fiscal Impact:

There are no costs associated with this action.  Current funding for CIP No. 24004 is included in the Sewer Operations & Maintenance Fund (Fund 640).  Additional appropriations needed for this project will be included in the Fiscal Year 2026-2027 budget.
