Background:

On January 6, 2026, the City Council approved a Purchase and Sale Agreement for the acquisition of the Manteca Bedquarters building and adjacent parking lot located at 103, 107, and 115 W. Yosemite Avenue. On February 17, 2026, the City Council met in closed session to discuss the option of approving a temporary lease agreement with Ray of Hope Children’s Services, which currently operates on the second floor of the building. In recognition of the public benefit the organization provides to the community, the Council directed City staff to prepare a lease agreement.

Ray of Hope Children’s Services provides crisis-based and essential services to children and families in Manteca. To support continuity of services while the organization transitions out of the building, the City and Ray of Hope have agreed to enter into a temporary lease agreement through January 15, 2027.

Under the proposed lease agreement, the tenancy will be month-to-month at a rental rate of $1 per month. Ray of Hope will relocate its operations to the first floor of the building to ensure ADA accessibility and will be responsible for utilities during the lease term. Any improvements to the premises will require approval by the City Manager. A $500 security deposit will be provided upon execution of the agreement, and the premises shall be used in accordance with the terms of the lease.

Staff recommends that the City Council approve the lease agreement with Ray of Hope Children’s Services.

 

Fiscal Impact:

The proposed lease will generate nominal revenue of $1 per month. Ray of Hope Children’s Services will be responsible for utilities during the lease term. As the City owns the building, the primary consideration is the opportunity cost of the space; however, the short-term lease allows the organization to transition while continuing to provide community services. The fiscal impact to the City is minimal.
