Background:

 

 

The Zone 36/39 Storm Drain Improvements Phase 1 Outfall (CIP 20004) (Project) is designed to accommodate conveyance of stormwater flows south of State Route 120 to a new surface water discharge into the San Joaquin River at the west end of the City of Manteca (City) limit. 

 

This Project includes construction of a new outfall structure on the San Joaquin River at the Oakwood Lake Water District corporation yard and installation of a forty-eight-inch (48”) force main that will carry stormwater runoff along the toe of the Reclamation District 17 (RD 17) levee from the pump station located near the Woodward Avenue and Applicella Court intersection west to the new outfall structure.

 

Future phase work, not part of this agenda item, will include completion of the sixty-six-inch (66”) gravity storm drain line within Woodward Avenue to property owned by RD 17 on Aplicella Court, which adjacent development has been conditioned to construct, and a stormwater pump station.

 

The outfall structure on the San Joaquin River has a narrow window of construction in accordance with the environmental permitting that limits in-water construction on the outfall to between July 15th and November 1st. A future phase will include the pump station required to pump the 66” gravity storm drain line water thru the 48” force main to the outfall structure/terminal discharge point.

 

On January 21, 2020, the City Council authorized the expenditure and execution of an Agreement for Professional Services with Dewberry (C2020-10) for the Project’s Engineering, Environmental, and Permitting Services.

 

On March 17, 2026, the City Council approved the Project Plans, Specifications and Estimate and authorized a Call for Bids. The Project was advertised for bid and posted on the City’s website, and a mandatory job walk was held on April 1, 2026. The deadline to submit questions and/or inquiries was April 20, 2026, and responses to questions/inquiries received prior to the deadline were published on the City’s website on April 27, 2026.

 

As part of the bidding process, bidders were required to include costs for four (4) Additive Alternate items in addition to their base bid.  These four Additive Alternate items are as follows:

The lowest bid is within the Engineer’s expected cost range, which was $7M to $8M.

 

Staff reviewed the bids and determined Mozingo to be the lowest, responsive, and responsible bidder, with a bid amount of $7,964,001, which includes all four Additive Alternates (Attachment 3). A Project contingency of $795,999 (approximately 10%) is recommended to address potential unforeseen construction related issues, bringing the not-to-exceed contract total to $8,760,000.

 

Fiscal Impact:

To fully fund CIP 20004, an additional budget appropriation of $3,789,774 in the Storm Drain Fund (Fund 580) is requested.

Funding Breakdown:

                     Total Project Cost: $8,760,000 (including 4 additive alternates + 10% contingency)

                     Current Available Balance: $4,970,226.

                     Funding Gap: $3,789,774.
