Background:

The City owns the two adjacent parcels located at 1565 W. Atherton Drive (APN 226-16-003) and 1403 W. Atherton Drive (APN 226-16-022), having approximate size of 0.63 Acre and 3.85 Acres respectively.previously received an easement from South San Joaquin Irrigation District (SSJID) located at 1565 W. Atherton Drive, totaling approximately 0.77 acres. Staff is seeking formal authorization for the Mayor to execute the grant deed so it may be recorded, thereby confirming the City’s ownership interest.

 

 

 

The common property line between the two parcels needs to be adjusted in order to accommodate the future installation of a digital billboard at 1565 W. Atherton Drive. The property line adjustment will result in 1565 W. Atherton Drive being approximately 0.77 Acre, and 1403 W. Atherton Drive being approximately 3.70 Acres. Execution and acceptance of the attached Grant Deeds, by the City, will effectuate the intended property line adjustment between the two parcels.  As part of a recent lot line adjustment, approximately 0.14 acres from the City-owned property at 1403 W. Atherton Drive (APN 226-16-022) has been incorporated into the easement area at 1565 W. Atherton Drive. This adjustment supports the planned installation of a digital billboard.

 

Following the adjustment, the remaining portion of 1403 W. Atherton Drive has been reconfigured to approximately 3.70 acres. Staff is requesting approval to accept and execute the grant deed and associated legal description reflecting the updated parcel configuration.

 

As the property owner, the City must execute the grant deeds to finalize (“perfect”) the lot line adjustment and ensure accurate property records. Accordingly, staff recommends City Council authorize the Mayor to execute the grant deeds on behalf of the City for recordation.

 

Finalizing these property actionsthis property line adjustment is necessary to move forward with a proposed lease agreement for the installation and operation of a digital billboard on the site. A separate lease agreement will be presented to City Council for consideration at a future date.

The proposed digital billboard is anticipated to provide a new revenue-generating opportunity for the City through lease payments, while supporting local economic activity. Additionally, it will enhance visibility along a high-traffic corridor by promoting local businesses, community events, and public messaging, and serve as a modern gateway feature for the City.

 

Fiscal Impact:

There is no immediate fiscal impact associated with this action. Finalizing the propertylot line adjustment is necessary to facilitate a future lease agreement, which will be presented to City Council separately and will include associated fiscal impacts.
