Background:

The Safe Routes to School Project CIP 23006 (“Project”) is focused on improvements in the areas surrounding Manteca High School, Sierra High School, Golden West Elementary School, Shasta Elementary School, Stella Brockman Elementary School, and Brock Elliott Elementary School. The project includes the installation of enhanced pedestrian crossings, ADA-compliant curb ramps and sidewalks, a new pedestrian hybrid beacon, and a traffic signal. These improvements aim to enhance pedestrian access and ensure safer travel for students attending the six schools in Manteca.

In 2022, the City of Manteca (“City”) was awarded $1.5 million in funding from the Measure K, Safe Route to School Program from the San Joaquin Council of Governments (“SJCOG”) for the Safe Routes to School Project (CIP 23006).

On February 27, 2025, the City was awarded $3,814,045 in Regional Alternative Transportation Program (ATP) Cycle 7 Measure K grant funding (“ATP Cycle 7”) by SJCOG. Staff recommended allocating $1,800,000 of the ATP Cycle 7 funds to the Main Street (CIP 20005 / $1,000,000) and Wawona Bike and Pedestrian Improvement Projects (CIP 25019 / $800,000), with the remaining $2,014,045 to be utilized for the Safe Routes to School Project (CIP 23006).

On July 30, 2025, the City Council awarded the Project construction contract to George Reed, Inc. in the amount of $3,654,700.00. The Project was constructed in general conformance with the conformed plans and specifications.

Including this balancing construction contract change order, the Project has a total of three construction contract change orders (CCOs) comprising a total cost increase of $204,584.86. The change orders included additional 2-inch grind and overlay areas adjacent to certain ADA curb ramps, redesign of the PG&E service point at Main Street and Jason Street, a driveway extension on Edison Street, additional tree removal and trimming, and work to address unknown conditions encountered during construction.

Staff requests that the City Council approve final balancing Change Order No. 3 in the amount of $99,978.85 for the Safe Routes to School Project (CIP 23006) (Attachment 2) to close it out.

The final construction cost for the construction contract with George Reed, Inc. is $ 3,859,284.86, and the contractor has signed the final payment certification (Attachment 4). Staff requests that City Council accept all improvements for the Project as complete and file the Notice of Completion.

There is a 5% retention totaling approximately $192,964.24 that will be released to the Contractor no sooner than 45 days after filing of the Notice of Completion.
