Background:
During the Fiscal Year 2025-26 budget development process, City Departments submitted requests for new or updated job classifications to address changing operational needs.
During the June 3, 2025, City Council meeting, the Finance Department presented discussion item number 25-265, presenting the Proposed Fiscal Year 2025-26 budget. This presentation included a high-level summary of the position changes and associated budget costs associated with job classification changes and/or salary adjustments recommended for Fiscal Year 2025-26.
As part of the budget process relating to position requests, the Human Resources Department evaluated market competitiveness and/or internal equity to recommend new or updated salary schedules for certain positions.

SUMMARY OF PROPOSED CHANGES BY EMPLOYEE GROUP:
Unrepresented Management/Confidential Employees’ Unit
• New Job Classification of Deputy Fire Chief - two (2) Full-Time Equivalent positions (FTEs) are requested in the Fiscal Year 2025-26 budget. Reduction of one (1) Assistant Fire Chief position in the Fiscal Year 2025-26 budget to partially fund this change.
• New Job Classifications for Financial Analyst/Senior Financial Analyst. One (1) FTE is requested in the Fiscal Year 2025-26 budget, and the position may be filled at either level.
• Updated Salary Schedule to include Deputy Fire Chief, Financial Analyst and Senior Financial Analyst classifications.
• Updated Unrepresented Management/Confidential Employees’ Unit Compensation and Benefits Plan to include Financial Analyst/Senior, and Deputy Fire Chief. Uniform allowance, eligible stipend pay and CalPERS retirement benefits updated to cover Deputy Fire Chief.
General Services/OE3
• New Job Classification of Lead Wastewater Plant Operator. Conversion of one (1) Wastewater Plant Operator III to a Lead position is requested in the Fiscal Year 2025-26 Budget.
• New Job Classification of Lead Water Distribution Operator. Conversion of one (1) Water Distribution Operator III to a Lead position is requested in the Fiscal Year 2025-26 Budget.
• Updated Salary Schedule to include the new lead classifications.
Part-Time Employee Group
• New Job Classification of Reserve Police Officer Level I. This will be a paid position only when assigned to investigations.
• Updated Part-Time Employee Salary Schedule to include the new classification.
Engineering Department - Position Update
• Effective upon City Council approval, one (1) Associate Civil Engineer position (FTE) is requested in the Fiscal Year 2025-26 budget. Reduction of one (1) Engineering Technician FTE in Fiscal Year 2025-26 to partially fund this change.
• Engineering Department has sufficient funds in the current fiscal year budget to cover this position adjustment.
Fiscal Impact:
Any applicable fiscal impacts of the proposed job classification and salary changes are included in the current Fiscal Year 2024-25 budget (Engineering position update); and the Fiscal Year 2025-26 budget presented to City Council this evening. Human Resources and Finance staff have been working closely together to ensure that these changes are covered in the budget for ongoing salary and benefit costs.
