Recommendation:

Adopt a resolution determining American Pavement Systems, Inc. to be the lowest responsive and responsible bidder for the 2024 Annual Pavement Maintenance Project CIP 24110; award a construction contract to American Pavement Systems, Inc. for an amount not-to-exceed $1,515,162.50; approve project construction contingency not-to-exceed 20% ($303,000) for a total project cost of $1,818,162.50; and authorize the City Manager or their designee to execute the construction contract, approve change orders up to the total project cost, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
Plans, Specifications, and Estimate have been completed for the 2024 Annual Pavement Maintenance Project CIP 24110 (Project). This Project includes the placement of microsurfacing, slurry seal and cape seal on streets, and striping. The Project area is bounded by Yosemite Avenue to the north, Spreckels Avenue to the east, Moffat Boulevard to the south, and Main Street to the west, see Attachment 4 - Location Map.
To expedite the Project schedule and optimize expenditure of local funds, the Project plans, specifications and cost estimate were prepared by city staff.
On June 18, 2024, City Council authorized a Call for Bids and approved the Plans, Specifications, and Estimate, for this Project.
Three bids were received and opened on July 9, 2024:

The low bid was within the Engineer’s expected cost range.
Fiscal Impact:
The total cost for the 2024 Annual Pavement Maintenance Project CIP 24110 is $1,818,162.50 and will be funded 100% from Fund 425 Gas Tax/Street Improvement SB1. There are sufficient funds in the Fiscal Year 2024-25 Capital Improvement Program Project 2024 Annual Pavement Maintenance Project for this construction contract award.
There is no general fund impact.
