Background:
In December 2023, the City Council adopted Resolution No. 2023-163, which delegated authority to the City Manager to allocate American Rescue Plan Act (ARPA) funds. This resolution allows the City Manager to make budget adjustments, reallocations, transfers, or other necessary actions to ensure ARPA funds are fully obligated and spent by December 31, 2026. To meet this deadline, the City has prioritized projects that can be delivered efficiently and provide lasting community benefit.
As part of the City’s efforts to invest ARPA funds in community enhancements, the City Manager allocated $300,000 for an archway project. The arch will serve as a placemaking feature, helping define Manteca’s identity, supporting tourism, and providing a visible entry point to the downtown area.
To ensure the project is both cost-effective and high quality, staff reviewed recent bid results from nearby communities. In August 2024, the City of Lathrop issued a request for proposals for the construction of two gateway arches. The bids received ranged between $940,000 and $1.2 million and did not include customized lighting components.
Fusion Sign & Design, a Manteca-based company, submitted a quote to the City of Manteca for a lighted archway in the amount of $547,239. Their proposal includes labor, materials, and integrated lighting features that can be customized for holidays and special events. This price is competitive compared to the bids received by the City of Lathrop and advances the City’s goal of supporting local businesses. To account for potential cost fluctuations related to supply chain issues and tariffs, the City has included a 10% contingency.
Once approved by Council, staff will work with Fusion Sign & Design to expedite the project and ensure completion within ARPA timelines.
Fiscal Impact:
Staff recommends that the City Council appropriate $301,963 in the General Fund for the South Main Street Archway project (CIP 25013 - Lighted Arch), bringing total project funding to $618,953, and approve an agreement with Fusion Sign & Design in an amount not to exceed $602,000.
