Recommendation:

Adopt a resolution approving an Agreement for Services with HydroScience Engineers for Engineering Design Services for the WCS-06 Central Union Road Sewer Trunk Project (CIP 24004) in an amount not-to-exceed $734,832 and authorize the City Manager or designee to complete and execute all associated documents and take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
In March 2024, the City adopted the 2024 Wastewater Master Plan (“WWMP”). The WWMP identified WCS-06 Central Union Road Sewer Trunk Project (“Project”) as a high priority project due to its location in the collection system, pipeline age, and risk of failure. The Project funding was approved as part of the Fiscal Year 2026 Capital Improvement Program Budget.
The Project will replace the existing dilapidated 36-inch sewer line and lift station with a new deeper 36-inch sewer trunk gravity line and allow for the following:
- Abandonment of the existing lift station
- Flow by gravity to the WQCF
- Increase in system capacity from 15 MGD to over 19 MGD, per WWMP
- Cost savings through reduced O&M
On April 3, 2025, cstaff released a Request for Proposal (RFP) for Engineering Design Services on the City’s website.
Responses to all received questions were published on the City’s website on April 28, 2025. The RFP closed on May 1, 2025.
The City established an evaluation committee consisting of City staff to evaluate and rank all the received proposals based on the advertised criteria. Based on the proposals received the evaluation committee concluded that HydroScience Engineers (“HSE”) is the most responsible, responsive, and qualified firm, and best meets the specific goals of the Project. Staff completed negotiations with HSE for an amount not-to-exceed $734,832 and recommend awarding the contract to HSE
Fiscal Impact:
There is sufficient funding in the Fiscal Year 2025-26 Capital Improvement Program Budget in the Central Union Road Sewer Trunk Project (CIP No. 24004) in Sewer O&M Fund (Fund 640) for this agreement.
