Background:

The City of Manteca applied to participate in the National Fitness Campaign (NFC) as part of its 2026 initiative to install and activate outdoor fitness courts in communities nationwide. The City has been selected to receive a $35,000 National Fitness Campaign award to support the development of a publicly accessible outdoor fitness court at Woodward Community Park.

 

The National Fitness Campaign operates as a public-private partnership, where the awarded amount is applied as a discount toward the purchase of fitness equipment rather than distributed as direct funding to the City. As a result, the City will not receive or recognize grant revenue; instead, the award reduces the overall project cost.

 

The program is designed to expand access to high-quality outdoor fitness infrastructure and promote health and wellness for residents of all ages and abilities. Participation allows the City to join a national network of communities committed to improving public health through accessible and inclusive exercise opportunities.

 

Implementation of this project will require the establishment of a new Capital Improvement Project (CIP) with an estimated total cost of $500,000. Project costs include the purchase of fitness equipment, site preparation, installation of a concrete pad, equipment assembly by qualified vendors, and other necessary site improvements.

 

In addition, the project includes soft costs such as design, engineering, permitting, inspections, project management, and administrative services. These costs are not covered by the National Fitness Campaign award but are necessary to complete the project in accordance with program requirements.

 

Adoption of the proposed resolution will authorize participation in the National Fitness Campaign and funding for the project, demonstrating the City’s commitment to enhancing community health, wellness, and recreational amenities. Upon completion, the fitness court will provide a durable, accessible, and year-round recreational resource for residents and visitors.

 

Fiscal Impact:

The proposed CIP project has an estimated total cost of $500,000 and will be funded entirely by the Park Acquisition and Improvement Fees Fund (Fund 500). The $35,000 National Fitness Campaign award is applied as a discount toward the purchase of equipment and does not result in revenue to the City. Sufficient fund balance is available in the Parks Acquisition and Improvement Fees Fund to support the recommended appropriation for the Woodward Park Fitness Court Improvement Project.

 

There is no General Fund impact.
