Background:

Calling and Giving Notice & Request for Consolidation of the Election:

The 2026 General Municipal Election will be held Tuesday, November 3, 2026, for the purpose of electing one Mayor and two Councilmembers for Districts 3 & 4. The terms of Mayor Singh and Councilmembers Breitenbucher District 3 and Morowit District 4 are expiring.

 

Pursuant to California State Elections code Section 10403, draft resolution (1) Calls and Give Notices of holding a General Municipal Election, draft resolution (2) requests the San Joaquin Board of Supervisors consolidate the City’s General Municipal Election with the Statewide Election.

 

The City works closely with San Joaquin County for election services. The County is reimbursed for services performed when the work is completed. If approved, the City Clerk will file the resolutions with the San Joaquin County Elections Official and the Clerk of the Board of Supervisors for placement on the Board of Supervisor’s Regular Meeting Agenda.

 

Candidate’s Statements:

Pursuant to Section 13307 of the Elections Code of the State of California, each candidate for elective office to be voted for at an election may prepare a candidate’s statement on an appropriate from provided by the City Clerk to be included with the sample ballot, draft resolution (3) approving regulations for Candidates for Elective Office pertaining to Candidate’s Statements submitted to the voters at the election.

 

Elections Code Section 13307 allows the city to estimate the cost of the Candidate’s Statement and require each candidate filling a statement to pay in advance to the City his or her pro-rata share as a condition of having his or her statement included in the voter’s pamphlet. Traditionally, a candidate wishing to file a statement has been required to deposit an amount with the City Clerk to cover the costs associated with its publication in the voter’s pamphlet. Following the election, the City may bill the candidate for additional actual expenses or refund any excess paid depending on the final actual cost.

 

Election Code Section 13307 requires the City to furnish a financial statement form to any candidate who alleges that he or she cannot afford to pay the fee in advance. If the City’s review finds the candidate to be indigent, the Election Official shall print the Candidate’s Statement without the advance payment.

 

Fiscal Impact:

The 2026 Consolidated General Municipal Election for the City of Manteca will be included in the FY2026-27 operating budget. The San Joaquin County Registrar of Voters estimates the cost of the 2026 Consolidated General Municipal Election for the City of Manteca to be anywhere from $200,000 - $250,000. The estimated cost is based on voter registration of 52,028 as of May 7, 2026.

 

Each candidate filing a statement will be required to pay his or her pro-rata share to the City as a condition of having his or her statement included in the voter’s pamphlet. The San Joaquin County Registrar of Voters estimates the cost for Candidate’s Statements of the 2026 Consolidated General Municipal Election for the City of Manteca to be $1,000 each for District 3 & 4, and $2,200 each for Mayor with no more than 200 words. This amount will be collected as a deposit at the time of filing.
