Background:
Manteca Fire Prevention investigates violations of the California Fire Code, the Manteca Municipal Code, and other state and federal codes related to fire safety, building, business licensing, and operations. As part of the enforcement process, administrative citations are issued to property owners to encourage voluntary compliance. If voluntary compliance cannot be achieved, the division abates public nuisances and properties deemed a risk to public health or safety.
Manteca Fire Prevention uses several methods to recover abatement costs, fines, and fees associated with enforcement activities. Since 2011, the City of Manteca has incurred $194,0000 in abatement costs and administrative citations. As of April 8, 2025, the city has recovered $42,000, leaving a total of $152,0000 in delinquent costs and fines.
Approving the San Joaquin County Special Assessment Charge Agreement and certifying the properties and delinquent amounts to be assessed on the San Joaquin County property tax roll provides the City with an additional method for recovering delinquent balances and service costs. While the City currently processes delinquent amounts annually through the Code Enforcement Division, Fire Prevention is now pursuing the same procedure.
Fiscal Impact:
Potentially enhance the recovery of expenditures incurred from the enforcement of adopted codes over time as the county collects from property owners. The approval of this filing contributes $172,0000 in assessments to the 2025-26 San Joaquin County Tax Roll, with future filings raising total assessment balances.
There is no cost to this program. San Joaquin County is the collection agency via the annualized property tax bill. Once payment is made to San Joaquin County, they retain 10% of the assessment for processing and collecting the debt.
