Background:

The Manteca Police Department’s SWAT Team received funding in Fiscal Year 2022-23 in the amount of $44,000 to replace retired Motorola XTS2500 Radios previously utilized by the department's Operations Division. Due to a substantial price increase, the $44,000 no longer covers the amount needed to fully outfit the team. This request is for the remaining funds needed to replace the Motorola radios and includes additional batteries, charging banks and communication headset adapters for $38,000.

 

In numerous incidents, the SWAT team have found the retired radios to be unreliable in communication with tactical dispatch and have also experienced numerous equipment issues with the lack of a sustainable battery life and button/knob malfunctions. Quality communication during SWAT related incidents is imperative to the overall safety of the operation and is a top priority for the team's operational effectiveness while in communication with Tactical Command's direction and decisions.

 

Fiscal Impact:

There is no General Fund impact.

 

Staff recommends:

 

1.                     Approving a budget appropriation from Supplemental Law Enforcement Special Funds Undesignated Reserves to Supplies Police SWAT (Account No. 160.11.00.200-6210.21); and

 

2.                     Amend CIP 23012 to include the additional appropriation for a project total of $82,000; and

 

3.                     Amend the project name for CIP 23012 to SWAT Radios and Equipment
