Fire Plan Review Services Contract Amendment - Interwest Consulting Group

Recommendation:

title

Approve Amendment No. 2 to the Professional Services Agreement C2024-36 with Interwest Consulting Group to extend the previously approved contract term date of December 31, 2026, to June 30, 2028, and increase the previous compensation amount of $110,000 by $385,000 for a total compensation amount of $495,000 and authorize the City Manager or designee to execute the amendment.

body

Background:

The Fire Department has an existing contract with Interwest Consulting Group approved by the City to provide plan review services for fire code compliance as part of the City’s development review process. These services are essential in ensuring that both residential and commercial projects meet all applicable fire safety regulations prior to the issuance of building permits.

Since the beginning of the current fiscal year, the Fire Department has experienced an

increase in the volume of plan reviews assigned to its division. This increase is largely

attributed to a rise in commercial development activity across the City. Commercial

projects tend to be larger and more complex than residential projects, requiring more in-depth and time-consuming reviews to ensure full compliance with applicable fire and life

safety codes.

The City previously approved a contract amendment for a total amount of $110,000, which was based on the annually budgeted amount and not for the entire contract term, therefore, a second amendment is being requested.  Staff is requesting an extension of the previously approved contract term to June 30, 2028 and increase the compensation amount by $385,000 for a total contract compensation amount of $495,000 to ensure continued support through the contract term to meet the current demand levels.

Fiscal Impact:

Funding for the proposed contract amendment is included in the Fiscal Year 2025-26 budget in the General Fund, within the Fire Department, in the Professional Services account. Subsequent years costs will be considered during future budget development process.
