Background:
On June 18, 2024, City Council adopted the Fiscal Year 2024-25 budget, which included the allocation of two (2) positions for a Lead worker in the Parks/Golf Division. At the time of the budget adoption, the job description and meet and confer process with OE3 had not yet occurred, therefore Human Resources is bringing this item to City Council for approval tonight. It is recommended to set the Lead Parks/Landscape Maintenance Worker at wage grade 33, which is commensurate with other lead workers in the OE3 unit.
Also recommended to City Council tonight is approval of a new job classification series for Economic Development Analyst/Senior. The Development Services Department has been notified of a Senior Management Analyst resignation, and instead of filling this position with the generic Management Analyst series, the department has a need to fill the vacancy with an Analyst position that is specific to Economic Development. The wage grades proposed are commensurate with other Analyst positions (Grade 48A) and Senior Analyst positions (Grade 50A) covered by the Mid Manager Association.
Fiscal Impact:
There is no fiscal impact with approving the Lead Parks/Landscape Maintenance Worker since the budget for two (2) new positions was already approved in the Fiscal Year 2024-25 budget on June 18, 2024.
The fiscal impact from approving the Economic Development Analyst/Senior job classifications is cost neutral or potentially a cost-savings. The current incumbent is budgeted at the Senior Management Analyst level, and if the department fills the vacancy at the Economic Development Analyst level, there would be cost savings in the current Fiscal Year budget.
