Adopt a resolution accepting the California Office of Emergency Services (CalOES) State and Local Cybersecurity Grant Program (SLCGP) award in the amount of $250,000; approve an appropriation of $250,000 to Miscellaneous Grants (Fund 101) revenue and expenditure accounts; and authorize the City Manager to execute grant agreements and all associated documents.

Background:
The State and Local Cybersecurity Grant Program (SLCGP) is a federally funded initiative administered by the California Office of Emergency Services (CalOES) in partnership with the U.S. Department of Homeland Security. The program supports local governments in strengthening their cybersecurity posture and protecting critical public services from evolving cyber threats. In an effort to proactively address growing cybersecurity threats, the City of Manteca submitted a competitive grant application outlining a series of initiatives tailored to its specific organizational needs.
As part of the FY22/FY23 SLCGP funding cycle, California received $19 million in available funds. More than 400 applications were submitted statewide, but only 14% of awarded funds were allocated to cities. The City of Manteca was awarded $250,000, demonstrating the strength of its proposal and the urgency of its cybersecurity objectives.
Grant funds will support the following key initiatives:
• Development of a Cybersecurity Plan and Disaster Recovery Plan;
• Implementation of 24/7 Managed Security Services for continuous threat monitoring;
• Vulnerability testing to identify and mitigate potential risks;
• Cybersecurity staffing and sustainability efforts.
These initiatives mark a significant step forward in the City’s efforts to enhance cybersecurity protections and safeguard essential public services. Funding from the CalOES grant enables the City to pursue these improvements without impacting the General Fund.
Fiscal Impact:
Funding for this grant will be on a reimbursement basis. staff recommends the following:
1. Accepting a grant from the California Office of Emergency Services and appropriating $250,000 to Miscellaneous Grant Fund revenue.
2. Appropriating $250,000 to Miscellaneous Grant Fund expenditures.
3. Authorize the City Manager to execute grant agreements and all associated documents.
