Background:

On May 6, 2025, the City Council approved a professional services agreement with Gallagher Benefit Services, Inc. (“Gallagher”) to complete a classification and total compensation study.  On March 30, 2026, Council received and filed the Citywide Final Classification and Total Compensation Reports.

 

The City has completed the meet and confer process with the Manteca Technical and Support Services Association (MTSSA) regarding the Gallagher study. On today’s agenda, a successor memorandum of understanding between the City and the MTSSA is also on the agenda. This staff report and resolution only includes new job classifications that have substantive updates; existing job classifications with job title changes and non-substantive changes are not required to be re-approved by Council.

 

Below is a list of new job classifications that are recommended for City Council to approve, also attached with the resolution associated with this staff report.

Fiscal Impact:

The Fiscal Impact associated with employees being reclassified into these new job classifications is anticipated to be accommodated within the proposed Fiscal Year 2026-27 Budget. Any additional budget appropriations that may be required will be analyzed and reviewed by staff and, if necessary, brought forward to the City Council for consideration during Fiscal Year 2026-27.
