Background:

On May 6, 2025, the City Council approved a professional services agreement with Gallagher Benefit Services, Inc. (“Gallagher”) to complete a classification and total compensation study.  On March 30, 2026, Council received and filed the Citywide Final Classification and Total Compensation Reports.

 

The City has completed the meet and confer process with bargaining units regarding the Gallagher study. On tonight’s agenda, a successor memorandum of understanding between the City and the Manteca Mid-Manager Association (MMA) is recommended for approval; the salary matrices associated with the MOU includes the salary ranges for these new job classifications. The existing Deputy Director of Waste Management and Fleet Services is being reclassified to Assistant Director of Waste Management and Fleet Services in the Executive Management group; the salary matrices for Executive Management are on tonight’s agenda also. This staff report and resolution only includes new job classifications that have substantive updates; existing job classifications with job title changes and non-substantive changes are not required to be re-approved by Council.

 

Below is a list of new job classifications that are recommended for City Council to approve, also attached with the resolution associated with this staff report.

Fiscal Impact:

The Fiscal Impact associated with employees being reclassified into these new job classifications is anticipated to be accommodated within the proposed Fiscal Year 2026-27 Budget. Any additional budget appropriations that may be required will be analyzed and reviewed by staff and, if necessary, brought forward to the City Council for consideration during Fiscal Year 2026-27.
