Adopt a resolution approving Amendment No. 2 to Agreement C2025-04 with TRC Engineers, Inc. for the Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP No. 20005 in the amount of $40,000 and authorizing the City Manager or their designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Highway Safety Improvement Program (HSIP) is a federal program that funds transportation-related safety projects. The Active Transportation Program (ATP) is a San Joaquin Council of Governments (“SJCOG”) program funded by Measure K that funds transportation-related pedestrian and bicycle safety improvements.
The Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP 20005 (“Project”) includes the installation of:
- Bike lanes along the west side of Main Street.
- Raised medians and fencing along the centerline of Main Street.
- Bike lanes along the east side of Main Street.
- Enhanced pedestrian crossings.
- High Intensity Activated Crosswalk Pedestrian Hybrid Beacon signal system at the Main Street intersection with Edison Street.
- Traffic signal loop modifications along Main Street from Northgate Drive to Alameda Street.
- Pavement rehabilitation by removing and installing 2-inches of new asphalt, additional dig-outs on areas where base failures are visible
On December 17, 2024, the City of Manteca (“City”) approved Agreement C2025-04 for Construction Management and Inspection Services (“CM&IS”) with TRC Engineers, Inc. (“TRC”) for an amount not-to-exceed $184,000, see Attachment 4.
On June 3, 2025, the City approved Amendment No.1 to Agreement C2025-04 for CM&IS with TRC for an amount not to exceed $72,297.12, see Attachment 3.
During construction, multiple changes to the project were necessary, among them are as follows:
• In March 2025, the City requested TRC to coordinate with the contractor United Pavement Maintenance, Inc. (“UPM”) to reconstruct three additional curb ramps to Americans with Disabilities Act (“ADA”) standards located on the southeast and southwest corner of Main & Alameda and northwest corner of Main and Northgate.
• In June 2025, during the concrete median construction activities, UPM discovered a concrete layer underneath the existing Main Street roadway that were not shown on the plans. TRC coordinated with UPM, the design engineer Mark Thomas & Company, and the City for an alternative to install the concrete median and median fencing footing without removing the existing concrete layer. The selected resolution was to proceed with installing the concrete median curbs on top of the existing concrete pavement, additional expansion joint requirements, and pedestrian fence footing change to base plate connection.
• In July 2025, the City requested TRC to coordinate with UPM to reconstruct four additional curb ramps to ADA standards at the Golden West School driveways, as well as provide a left turn lane to the Parkwest Casino driveway to allow for better traffic circulation.
Implementing these changes required additional time for TRC to perform CM&IS for the Project.
Fiscal Impact:
Staff recommend Council approve Amendment No. 2 in the amount of $40,000 to Agreement C2025-04 for CM&IS with TRC for an amount not-to-exceed of $296,297.12.
Sufficient funding is available in the FY2025-26 Capital Improvement Program Budget in The Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project (CIP 20005) for this recommendation.
