Background:

The Manteca Fire Department currently operates one ladder truck as a first line piece of equipment, responding on a daily basis to a wide range of emergency situations. Having been purchased on 2008, this apparatus is now near the end of its useful life span and is often in the shop for repair. It is not uncommon for the truck to break down on the side of the road, leaving its company out of service and taking away Manteca’s only aerial ladder.

 

With several large buildings in the city, including new construction such as the Great Wolf Lodge, it is imperative that we maintain a working ladder truck at all times. In addition to its primary purpose of allowing firefighter’s access to multi-story buildings, the ladder truck also serves as the primary source of rescue equipment for operations. Being outfitted with a wide variety of extrication tools, the ladder truck responds to every high-speed vehicle accident within the city and on surrounding freeways. 

 

The purchase of a new Aerial Ladder Truck will allow the Manteca Fire Department to provide adequate fire protection 365 days a year. By relegating the existing truck to reserve duty, we will be able to have a reliable, staffed, truck anytime the front-line apparatus goes out of service. Having two aerial ladders will also improve the effectiveness of our operational response to large structure fires, as often more than one aerial master stream is needed.

 

Based on the experience gained with the existing ladder truck and industry trends, the Manteca Fire Department has elected to purchase a tractor drawn aerial ladder truck, more commonly called a “tiller truck.”  An articulated tiller truck allows the Department to use narrow or obstructed roadways much more effectively than a standard truck.  Due to the articulated design, the tiller truck will also be able to access areas that even a smaller fire engine cannot.

 

The attached quote from Golden State Fire Apparatus includes the truck specifications completed by Pierce and proposes to provide a new fire truck in approximately 635 to 695 days. The new truck will be built to the City’s specifications and utilizes HGACBuy cooperative purchasing agreement (contract FS12-19, product code FS19VA11).

To lock-in the purchase price, the City needed to accept the January 18, 2022 pricing proposal provided by Golden State Fire Apparatus before January 31, 2022.  Following negotiations, Golden State Fire Apparatus agreed to accept a non-binding signature by the Fire Chief as a show of the City’s good faith intent to bring this matter before the Council.  As a result, retroactive approval of this signature is now requested.   

 

Fiscal Impact:

CIP 22016 is budgeted in Fund 540 Government (Fire) Facilities Fees in the FY 2021-2022 adopted budget for $1,750,000. (See account 540.13.00.900-7000.06 Capital Outlay Operations Apparatus-Major in the FY 2021-2022 adopted budget.)

However, because this is a replacement vehicle instead of an expansion, Fund 540 can only contribute 30.2% of the purchase price. Therefore, the purchase will require a budget adjustment as follows:

The budget appropriation in Fund 540 will be reduced to $516,000. New budget appropriations will be added to Funds 260, 840, and 330 as shown above with accounts assigned by the Finance Director.
