Adopt a resolution approving Amendment No. 1 to the Agreement (C2025-100) with Haggerty Construction Inc. in the amount of $98,970 for a total project amount not-to-exceed $450.708, approve a project contingency of 10%, approve a budget appropriation of $185,646 to Fire Station No. 3 Roof Repairs (CIP 25018), approve a budget reduction appropriation of $98,970 from Citywide Roof & HVAC Repairs and Upgrades (CIP 24027); and amend the Fiscal Year 2025-26 Capital Improvement Program.

Background:
In January 2025, the roof at Fire Station 3, located at 399 West Louise Avenue, collapsed due to excessive rain and standing water on the roof. The roof collapse caused the structural integrity of the building to be compromised causing the engine, equipment and staff to be relocated, which has disrupted operations.
On June 12, 2025, the City Council approved an emergency contract C2025-100 with Haggerty Construction Inc., to make required repairs for a total amount of $351,738. Staff is requesting approval of Amendment No. 1 in the amount of $98,970 for removal and replacement of the existing roof over the living quarters of the facility. This portion of the roof was not damaged as part of the initial project and is needed to be replaced due to degradation and prevention of future incidents.
Prior to the approval of the emergency contract on June 12, there was initial work performed for the structural assessment report, truss design/fabrication, structural design and permit fees for a total of $41,605. Staff is requesting approval to amend the Fiscal Year 2025-26 CIP 25018 for a total project cost of $537,384 to include the prior work completed, Amendment No. 1 with Haggerty Construction Inc., and a contingency amount of 10%. Staff also recommends appropriations in FY 2024-25 and 2025-26 to fund these additional items.
Staff has filed a claim with the city’s risk management pool, Municipal Pooling Authority to recover some of the costs associated with this project.
Fiscal Impact:
Staff recommend Council approve Amendment No. 1 in the amount of $98,970 and General Fund appropriations of $41,605 in FY 2024-25 and $144,041 in FY 2025-26. The following adjustments to the Fiscal Year 2025-26 Capital Improvement Program, CIP 25018, are also recommended:
