Approve Amendment No. 1 to Professional Services Agreement (C2023-182) with Big Truck Rental, LLC extending the contract term to November 1, 2025, increasing the compensation by $975,000 or a total not-to-exceed amount of $1,075,000 for the rental of five new compressed natural gas Automatic Side Loaders to collect all three commodities; and authorize the City Manager or designee to sign the amendment.

Background:
On January 9, 2024, City of Manteca entered into an agreement (C2023-182) with Big Truck Rental, LLC in the amount of $100,000 for rental services of one diesel automated side loader (ASL) to service residential solid waste. Before the Solid Waste Division can collect all 3 commodities (garbage, recycling and organics) every week, the residential fleet must be expanded upon. The Solid Waste fleet consists of sixteen automatic side loaders (ASL). The City of Manteca relies on these ASL’s daily to manage waste collection for residents. There is an average of two trucks per day being serviced by the vehicle maintenance shop for preventative maintenance needs and repairs. Solid Waste will be relinquishing the one leased diesel ASL and Big Truck Rental, LLC will be renting to the city, five brand-new compressed natural gas (CNG) ASLs to enable the Solid Waste Division to collect all three commodities weekly. Given the lead time for production and delivery of new trucks being 18-24 months, Solid Waste has secured this lease to own agreement with Big Truck Rental, LLC. These new trucks will help maintain service quality and manage the City of Manteca’s growing waste collection needs. Amendment No. 1 extends the term until November 1, 2025, adds $975,000 for rental of five CNG ASL trucks. Staff anticipates expending $608,125 through the end of fiscal year 2024-25. The remainder of the contract amount at end of fiscal year 2024-25 must be allocated in fiscal year 2025-26 to fulfill contract compensation amount.
Fiscal Impact:
Amendment No. 1 is to extend the contract term to November 1, 2025, and to increase the compensation by $975,000 to Contract No. C2023-182 with Big Truck Rental, LLC for a total contract not-to-exceed amount of $1,075,000.
There is sufficient funding for Amendment No. 1 in the FY 2024-25 Operating Budget (Account: 660.40.75.620-6000.12) to accommodate spending through June 30, 2025. Future funding for this contract is contingent upon FY 2025-26 Annual Budget process and Council’s approval process.
There is no General Fund impact.
