Background:

The improvements at Woodward Park’s Splash Pad Phase II - Restroom Relocation, specifically addressing the relocation of the existing restroom facility under Capital Improvement Project (CIP 24086). Rather than demolishing the current restroom structure, the project will involve its relocation to the opposite side of the existing basin to better serve the community and accommodate increased usage during events and high-traffic periods when deemed necessary.  Phase II portion of work will include relocation of the existing restroom structure, retaining wall, site fencing, connection to existing utilities (sewer, water and electrical), concrete pavement improvements, and landscape restoration.

 

As part of Woodward Park Splash Pad (Phase I / CIP 24086), a new, modern restroom facility is currently being constructed at the location of the existing restroom. The original building will be preserved and relocated to supplement restroom capacity at the park. The repurposing of the existing structure supports sustainability goals by reducing material waste and minimizing the need for new construction.

 

To expedite the project, the Project Plans, Specifications and Cost Estimate were prepared by an outside consultant.  City Staff will provide construction management support for this project to optimize expenditure of local funds with some support from an outside consultant for special inspections.

 

On May 6, 2025, City Council authorized a Call for Construction Bids and approved the Plans, Specifications, and Estimate, for this Project. 

 

Two bids were received and opened on May 29, 2025:

The low bid was within the staff’s expected cost range and recommends accepting the total bid.

 

Staff requests additional funds of $950,000 be allocated to the project 24086 from Park Acquisition and Improvement fee fund to cover the project design, construction, construction contingency, building relocation and special inspections along with other miscellaneous expenses. 

 

Fiscal Impact:

 

The current FY25 Amended budget for the Woodward Park Splash Pad and Improvements Capital Improvement Program Project (CIP 24086) for phase 1 is $3,882,500 and is funded between Funds 500 Parks Acquisition & Improvement and Fund 110 Covid Relief (ARPA).

 

There is sufficient fund balance in the Park Acquisition and Improvement Fee fund (Fund 500) for the recommended budget appropriation of $950,000 for Woodward Park Splash Pad - Phase II Restroom Relocation Project (CIP 24086).

Staff recommends approving the Suarez & Munoz Construction, Inc. construction award for this phase II for the relocation of the existing restroom facility in the amount of $697,000 and project construction contingency of $69,700 (10%) for a total not-to-exceed amount of $766,700 in Fund 500 Parks Acquisition & Improvement.
