Approve Amendment No. 2 to the Professional Services Agreement (C2023-182) with Big Truck Rental, LLC increasing the compensation amount by $970,000 for a total compensation amount not-to-exceed of $2,045,000 and authorize the City Manager or designee to sign the amendment.

Background:
On January 9, 2024, City of Manteca entered into an agreement (C2023-182) with Big Truck Rental, LLC for $100,000 for the rental services of automated side loaders (ASL) to service the residents of City of Manteca. On October 1st, 2024 there was an Amendment No. 1 that was approved by Council where the term of contract was amended to 11/1/2025 and the compensation was increased by $975,000.
Due to picking up all 3 commodities every week, Solid Waste needs to expand their fleet for this service. Solid Waste was supposed to return the short-term rental trucks but due to the lead time for production and delivery of new trucks, Solid Waste has had to rent the trucks longer than expected. The trucks that Solid Waste has purchased were expected to be delivered in October but now due to manufacturing delays, the delivery date has been moved to March 2026.
At this time, Solid Waste fleet consists of twenty-one automatic side loaders (ASL). The City of Manteca relies on 17 to 18 ASL’s daily to manage waste collection for City of Manteca residents. This does not include an average of two trucks a day in the vehicle maintenance shop for service and repairs. Big Truck Rental, LLC has been renting to Solid Waste, five brand new CNG automated side loaders that is a lease to own agreement and two short-term rentals that would have been returned if we received the purchased trucks. These trucks are vital for the service of all three commodities every week.
These trucks help maintain service quality and managing City of Manteca’s growing waste collection needs. Solid Waste would like to allocate $970,000 to continue to pay the rental fees.
Fiscal Impact:
Staff recommend Council approve Amendment No. 2 to the Professional Services Agreement (C2023-182) with Big Truck Rental, LLC in the amount of $970,000.
There is sufficient funds available in the FY26 Adopted Budget in the Solid Waste Fund (Fund 660) for this amendment.
