Adopt a resolution amending the Fiscal Year 2024-25 Capital Improvement Program to include the Fire Station No.3 Roof Repairs Project and assign a Capital Improvement Project Number and approve ratifying the City of Manteca to enter into an emergency contract with Haggerty Construction for roof repairs at Fire Station 3 in the amount of $351,738.

Background:
In January 2025 the roof at Fire Station 3, located at 399 West Louise Avenue, collapsed due to excessive rain and standing water on the roof. The roof collapse caused the structural integrity of the building to be compromised causing the engine, equipment and staff to be relocated, which has disrupted operations.
Per the City of Manteca Purchasing Policy, and Public Contract Code Section 20161, the City Council, by four fifths vote, may delegate by resolution the City Manager the authority to enter into emergency contracts for projects without public bidding. Staff is requesting Council approve this Resolution in order to schedule work to be completed.
Staff has received a bid from Haggerty Construction to make the necessary repairs to replace existing trusses, roof and finishes to allow the building to be occupied and fully functional. The estimated cost is $351,738 with possible project contingencies during construction. Sufficient funds are available in the Self Insurance Risk Fund and Facilities Operating Budgets to complete the work.
Staff has filed a claim with the city’s risk management pool, Municipal Pooling Authority and any claim funds will return to the accounts listed below.
Fiscal Impact:
There is sufficient funds available in the Self Insurance Risk Fund (Fund 860) and Facilities Operating Budgets (Fund 100) to complete the necessary repairs.
