Background:

The Unsheltered Emergency Center (“The Center”), located at 555 Industrial Park Way, provides temporary shelter and essential services to Manteca’s unsheltered residents until they can transition to the future permanent Navigation Center at 682 S. Main Street. In 2023, the City purchased two dormitory modular units, one designated for women and one for men, with the capacity to shelter 25 individuals in each unit; however, demand for shelter services remains high, particularly for unsheltered men. The City has identified the need for an additional modular unit to provide further capacity.

 

The proposed modular unit will add 25 more beds and include essential safety features such as fire sprinklers, smoke detectors, and carbon monoxide detectors. In addition to overnight shelter, it will allow additional guests to access day services including meals, showers, clothing, a resource center, transportation, and transitional housing services. While initially placed at the 555 Industrial Park Way site, the modular units are intended for permanent relocation to the Navigation Center.

 

Vendor Selection: Pacific Mobile Structures, Inc. (PMSI):

PMSI was the vendor selected for the two dormitory units purchased in 2023 and has consistently delivered on timelines and compliance with local building codes. Based on their proven performance and familiarity with the City’s needs, staff recommends PMSI as the vendor for the additional modular unit. Given the emergency nature of the shelter and immediate need for additional beds for the male unhoused population, the City proceed with PMSI on an emergency basis, therefore, is exempt from the Request For Proposal process outlined in the City’s purchasing policy.

 

 

Electrical Services Extension:

Bockmon and Woody Electric, Inc. completed the initial electrical connections for the existing dormitory units, they have demonstrated a solid understanding of the project requirements and complied fully with the City’s codes, making them the ideal vendor to handle the additional electrical work and, therefore, recommended for the electrical extension for the new unit. Again, because this work is done pursuant to an emergency to house the unhoused population, the City is exempt from the Request for Proposal process outlined in the City’s purchasing policy.

 

Environmental Review:

As the subrecipient of Community Development Block Grant (CDBG) funding, the City of Manteca proposes to add one additional modular unit to the existing site, which already includes two units that were previously assessed through an environmental review process pursuant to the National Environmental Policy Act (NEPA). The current parking lot serves as a temporary site location until the permanent Navigation Center is built. With this addition, the site will have a total of three modular units, all of which will eventually be relocated to the permanent center. The new structure will connect to the existing utility infrastructure serving the current units.

 

Pursuant to 24 CFR Part 58 § 58.47(a)(1), the County of San Joaquin, acting as the Responsible Entity, has reviewed its original decision that the Manteca Unsheltered Emergency Center project would not have any significant environmental impacts. After re-evaluating the project, the County confirms, under 24 CFR Part 58 § 58.47(b)(1), that its original finding of no significant environmental impact remains unchanged. NEPA applies to this Project as the City received federal funding through the county (wherein the City is the subrecipient). Further, the Project is exempt from the California Environmental Quality Act (CEQA) pursuant to 14 Cal. Code Regs. § 15269(c) as an emergency project necessary to prevent or mitigate an emergency and by AB 101 and as Government Code section 65583.2(i).

 

Acceptance of Refurbished Containers

In addition, Fresh Start Charities will be donating eight (8) refurbished 8x20 insulated containers to the Unsheltered Emergency Center. These transitional housing containers will provide much-needed temporary housing and will play a critical role in helping unsheltered individuals transition toward independence and permanent housing.

 

Fiscal Impact:

Funds for the cost of the additional dormitory modular unit, including a 10% contingency have been appropriated in the FY 2024-25 budget through CDBG (Fund 140).

 

There is no impact to the General Fund.
