Background:

In July 1993, the City Council approved a Cooperation Agreement with the County of San Joaquin to participate in the Urban County Designation Program and receive federal CDBG and HOME funding. Execution of a cooperation agreement among participating jurisdictions is mandated by the U.S. Department of Housing and Urban Development (HUD) for eligibility in these programs.

 

The City Council subsequently exercised renewal options in July 2002, August 2004, June 2008, June 2011, June 2014, June 2017, June 2020, and June 2023 to maintain the City’s participation in the Urban County program. The current participation period expires in September 2026. The agreement contains a clause that automatically renews the agreement at the end of the three-year period, provided HUD does not require modifications that would necessitate execution of a new agreement.

 

Participation in the Urban County program ensures the City remains eligible to receive a direction allocation of CDBG and HOME funding through the County, subject to continued federal appropriations. Without participation, the City would need to compete for discretionary federal funding on a nationwide basis, resulting in greater uncertainty regarding funding availability and requiring significantly greater staff resources to pursue grant opportunities.

 

In addition, participation in the Urban County program supports the continued availability of funding for local public service agencies that provide programs and services benefiting Manteca residents.

Because the agreement includes an automatic renewal provision, Council action is not required to approve a new agreement. Rather, the City must notify the County of its intent to continue participating in the Urban County program for the next three-year qualification period.

 

Fiscal Impact:

Continued participation in the Urban County program allows the City to maintain its entitlement status and remain eligible to receive annual CDBG and HOME funding allocations, subject to continued federal funding of the programs. These funds support activities that primarily benefit low- and moderate-income residents and include an administrative component that helps offset General Fund costs associated with program administration. No additional budget appropriation is required as a result of this action.
