Approve a three-year agreement with Synegro West LLC (Synegro) in an amount not-to-exceed $2,877,000 and authorize the City Manager to execute the agreement and any necessary documents.

Background:
The City of Manteca put forth a Request for Proposal, accepting proposals from experienced and qualified Contractors to provide hauling and disposal of Class A, Class B, or Class Sub B Biosolids and other related services for the Water Quality Control Facility (WQCF), located at 2450 W. Yosemite Ave.
The wastewater from the City of Manteca, Lathrop, Oakwood Lakes, and Raymus Village are collected and conveyed to the WQCF which also receives seasonal discharges from a local food processor (Eckert Cold Storage). The WQCF currently treats approximately 8 million gallons per day (MGD). Currently, one dewatering system is operating 7 days a week for 24 hours a day producing up to 9,000 wet tons of Centrifuge “cake” annually. The State of California, under the provisions of SB 1383, mandates this by-product to be diverted away from the landfills.
After closing of the RFP window, the only proposal submitted was by Synegro. Staff has determined that Synegro is well suited to perform biosolids handling for the City of Manteca, as Synegro has the capacity for land application and composting of these Biosolids, and will continue to haul to the landfill until the state application, currently in process, for services has been approved for the WQCF.
Fiscal Impact:
This contract is a three-year calendar agreement with Synegro West LLC from March 2024 to March 30, 2027. A portion of year one funding for this contract is available in the Fiscal Year 2024 Operating Budget (Account: 640.40.80.640-6375.10). The remainder for year one, and on-going two calendar years of this agreement will be part of the FY25 and FY26 annual budget process approved by Council. If additional appropriations are needed, City staff will return to Council to approve a contract amendment.
