Recommendation:

Adopt a resolution approving the construction Contract Change Order No. 1 with Chrisp Company in the amount of $253,427.11 for the Retroreflective Traffic Sign Project CIP No. 16027 HSIPL-5242(033), approving a project construction contingency of 1.7% ($32,851.89) for a total not-to-exceed construction budget of $1,925,000, approve an amendment to the FY 2023-24 Capital Improvement Program and FY 2023-24 Annual Budget, and authorize the City Manager or designee to complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Highway Safety Improvement Program (HSIP) is a federal program that funds transportation-related safety projects including traffic sign improvements for local roadways.
The Federal Highway Administration and Caltrans awarded an HSIP Grant (HSIPL-5242 (033)) to the City of Manteca (CITY) to replace street signs that are not in compliance with the California Manual for Uniform Traffic Control Devices in the amount of $2,635,000.00. This amount is divided as follow $430,000 for Preliminary Engineering, $280,000.00 for Construction Engineering, and $1,925,000 for Construction.
On August 17, 2017, the CITY entered into an Agreement with TJKM for Design and Environmental Services Contract No. C2017-99.
On September 6, 2023, the project plans, specifications, and estimates (PS&E) were approved by City Council and a Call for Bids was authorized.
On November 21, 2023, City Council awarded the construction Contract to Chrisp Company in the amount of $1,489,745.83 and a project construction contingency of $148,975.17 Contract No. C2023-161.
Since the grant does not require a local match, City staff negotiated with Chrisp Company and TJKM to develop Contract Change Order No. 1 (CCO#1) in the amount of $253,427.11 to upgrade additional existing outdated traffic signs that are not in compliance with the California Manual for Uniform Traffic Control Devices (MUTCD), and to increase the sign thickness and sign panel width. CCO#1 will allow staff to fully utilize the HSIP Grant funding and maximize the benefits to the City’s existing traffic signage infrastructure.
Fiscal Impact:
There are available funds in Subsidized Streets Fund (Account No. 480.00.00.900-8150.04) and Local Transportation Fund (Account No. 460.00.00.900-8150.04) for this recommendation to increase the Fiscal Year 2024 budget appropriation for the Retroreflective Traffic Sign, Capital Improvement Program Project 16027 in Fund 480 by $286,279
City was awarded HSIP Construction Grant amount: $1,925,000.00
The expense breakdown of Chrisp Company Contract No. C2023-161 is as follows:

Current Contingency $148,975.17
CCO#1 $253,427.11
1.7% Contingency $32,851.89
Total contract not to exceed amount of $1,925,000.
Future years funding is contingent upon Council approval through the annual budget process.
